Construction Manager - Client Secondment

LOCATION

Abu Dhabi, UAE

THE ROLE

Seconded into, and reporting directly to, the Client's Development Team, the Construction Manager will provide input to Client Senior Management on construction delivery matters and be fully responsible for the successful delivery of assigned services and/or project components for the duration of the services.

The role will monitor a number of Construction assets across a wide portfolio and include Contractor performance, coordinate interfaces, verify progress, and support the safe, timely and compliant execution of the works.

Working within the Client Organisation, the Construction Manager will collaborate with planning, commercial, risk, design, quality and HSE functions to identify constraints, resolve delivery issues and provide accurate, evidence-based reporting. The objective is to maintain control of site delivery, protect quality and safety, prevent schedule slippage and cost growth, and support successful testing, commissioning, handover and close-out.

This seconded role offers a unique opportunity to represent KBR as an embedded member of the Client's team, co-located within the Client's offices.

PROJECT DESCRIPTION

KBR has been appointed under a framework secondment agreement with a semi-government organisation in Abu Dhabi to oversee a diverse portfolio of projects and assets through design, fit-out, refurbishment, and construction activities that contribute to Abu Dhabi's resilient infrastructure. This role is embedded within the Client's organisation as an integral member of the seconded team.

MAIN RESPONSIBILITIES

  • Provide day-to-day construction management oversight for assigned projects, work packages and site activities, coordinating closely with the Client, PMCs, designers, contractors and relevant authorities.
  • Monitor contractor mobilisation, construction sequencing, logistics, temporary works, access arrangements and resource deployment against approved plans.
  • Review and challenge construction programmes, look-ahead schedules and recovery plans, and verify reported progress against approved baselines and physical site conditions.
  • Coordinate with planning and project controls teams to identify emerging delays, critical-path impacts and required mitigation actions.
  • Monitor compliance with approved drawings, specifications, method statements, inspection and test plans, permits and applicable codes and standards.
  • Promote a strong health, safety and environmental culture and coordinate with HSE teams to address non-compliance, high-risk activities and corrective actions.
  • Oversee quality performance, including inspections, non-conformance reports, punch lists, testing records and close-out of corrective actions.
  • Facilitate constructability reviews and coordinate resolution of design queries, requests for information, technical submittals and site instructions.
  • Manage interfaces between contractors, utilities, stakeholders and adjacent projects to minimise disruption and prevent scope or access conflicts.
  • Coordinate with commercial teams on change events, potential claims, site records, measured progress and the construction implications of proposed variations.
  • Maintain accurate construction records and contribute to daily, weekly and monthly reporting, including progress, safety, quality, interfaces, constraints, risks and key decisions required.
  • Support risk and opportunity management by identifying construction-related threats, assessing impacts and tracking mitigation actions to closure.
  • Participate in progress, coordination, safety, quality and technical meetings, ensuring actions are clearly assigned and closed within agreed timescales.
  • Monitor contractor readiness for testing, commissioning, operational readiness, asset transfer, taking-over and defects liability activities.
  • Coordinate completion documentation, as-built information, operation and maintenance manuals, training, handover dossiers and close-out reports.
  • Support knowledge transfer and continuous improvement by capturing lessons learned and sharing effective construction practices across the programme.

EXPERIENCE, SKILLS AND KNOWLEDGE

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture or a related discipline.
  • Professional membership or certification such as PMI-PMP, Chartered Construction Manager (MCIOB), Professional Engineer, Member of the Institution of Civil Engineers, or equivalent is desirable.
  • Minimum 12 years of relevant professional experience, including substantial site-based construction management experience on major civil, infrastructure or mixed-use development projects.
  • At least 3 years in a Construction Manager position with responsibility for contractor oversight and multidisciplinary interfaces.
  • Demonstrable experience of construction methodology, logistics, temporary works, sequencing, testing, commissioning, handover and project close-out.
  • Working knowledge of planning and scheduling, project controls, cost and change management, risk management, quality assurance and construction reporting.
  • Strong understanding of health, safety, environmental and quality requirements within a variety of construction programmes.
  • Ability to interpret drawings, specifications, programmes, technical submittals, method statements and contract requirements.
  • Proven ability to manage contractors, resolve site issues, coordinate stakeholders and make timely, evidence-based recommendations.
