Relying on a human rights-based approach, community partnerships, and active participation, MA’AN works to enhance the resilience, empowerment, and realization of the rights of those most in need, the poor and marginalized groups and individuals, as well as unleash their latent capacities to enhance their active participation in sustainable development and their abilities to respond to and recover from crises. About the project: MA’AN Development Center has been awarded the project “Revitalization of sustainable local economies through climate smart agriculture in areas B and C of the West Bank” funded by the Spanish Agency for International Development Cooperation (AECID) and implemented jointly by MA’AN Development Center and the World Vison International. This project aims to support human rights in the West Bank by advancing inclusive, climate-resilient development that improves food access, expands economic opportunities, and protects the environment for all, especially vulnerable communities. The specific goal of the project is to strengthen the climate resilience, food security, and inclusive economic development of targeted community-based organizations (CBOs) and vulnerable communities in area B and C in the West Bank (Hebron and Bethlehem). The project’s key outcomes include: Hebron and Bethlehem CBOs' capacities to implement CSA and manage climate initiatives are assessed. Technical and operational capacities of community organizations in Hebron and Bethlehem improved. Rights and duty bearers, including children and caregivers, sensitized on CSA Job Purpose: MA’AN Development Center is seeking a qualified and dynamic Project Manager to lead the overall supervision, coordination, and management of the project. The Project Manager will be responsible for ensuring the timely, efficient, and high-quality implementation of all project activities in alignment with WVI/AECID and MA’AN Development Center standards, policies, and donor requirements. Key Responsibilities: · Manage implementation of all projects’ activities according to approved work plans, budgets, and timelines. · Manage and supervise the project staff including Project Coordinator and Business Development Officer staff under the project structure. · Supervise projects’ planning, budgeting, procurement, and compliance with donor regulations and MA’AN’s policies. · Conduct regular field visits to monitor progress, supervise activities, and ensure quality and accountability standards are met. · Facilitate coordination and communication with the key stakeholders. · Lead and review project reporting, documentation, and visibility efforts, ensuring accurate and timely submission of deliverables. · Manage the coordination of activities, monitor progress, and provide necessary training and coaching to enhance the team's understanding. · Lead the preparation of Terms of Reference (ToR) for the procurement of services and commodities for the projects, as well as the evaluation of bids and awarding of contracts. · Collaborate with the MEAL unit to track projects performance and report on progress, outcomes, and impact to MA’AN. · Supervise budgets and disbursements, and provide technical oversight and supervision of suppliers, contractors, and service providers. · Arrange and report on meetings, events, stakeholder engagements, and field visits. · Collaborate with staff and partners to ensure inclusive, gender-responsive results. · Identify and mitigate risks while ensuring adherence to child protection, gender equality, and environmental safeguards. · Analyse data and contribute to outcome measurement and evaluation reports. · Support institutional learning by documenting best practices and lessons learned. · Uphold MA’AN’s Code of Conduct, Child Protection Policy, and accountability standards. · Effectively manage high-pressure situations and meet tight deadlines. · Report to the Director of Programs and collaborate closely with the partners ensuring clear communication and aligned implementation. Requirements Qualifications: Education: Bachelor’s degree with at least five years of experience, or a master’s degree with three years of experience in Business Administration, Engineering, Climate Change, Environment, Project Management, Development Studies, Agriculture, or other related fields. Experience: o Proven experience in managing donor-funded development projects preferably related to working with CBOs and strengthening local communities. o Strong skills and experience in project management, planning, budget management, procurement, compliance with donor regulations, team supervision, monitoring, and reporting. o Demonstrated experience working with local communities, government units, institutions, and community-based organizations (CBOs). o Preferable knowledge of CBOs’ eco-friendly initiatives promoting climate change resilience, food security, and inclusive economic development. o Valid driver’s license and ability to travel frequently across the West Bank. Professional Skills: · Strong leadership and organizational abilities. · Excellent communication and interpersonal skills, with the ability to coordinate among diverse communities and stakeholders. · Fluency in both Arabic and English (spoken and written). Excellent reporting and analytical writing skills in both English and Arabic. Proficiency in Microsoft Office (Word, Excel, PowerPoint). Ability to work under pressure and manage multiple priorities effectively. Work Conditions, Contract & Benefits · The work schedule is 40 hours per week. · The probation period is 3 months and can be extended to another 3 months according to the Labor Law. · Annual leave: 21 working days/year · National and Religious leave: 16 days per year. · Sick leave: 14 days/year · Indemnity Payment: Equivalent to one month’s salary for each complete year of service. · Reimbursement for work related transportation expenses is according to MA’AN’s by- laws. · Time flexibility is recognized by both parties with consideration that this position might need to do part of the work after 4:00pm. · Contract Type: Project-based / Renewable. · Salary & Benefits: Competitive and based on experience and organizational salary scale. · Other Benefits: professional development.
