GENERAL STATEMENT OF DUTIES:

Plans, organizes, and directs financial operations for the Water Works Enterprise fund; performs directly related work as required.

DISTINGUISHING FEATURES OF THE CLASS:

The principal function of an employee in this class is to ensure fiscal integrity within all areas of Water Works enterprise fund operations. This position is responsible for all accounting and financial operations and serves as the Chief Financial Officer/Controller within the Water Department, responsible for expense and revenue budgets, fiscal activities, and operations of the utility associated with all accounting, billing, collections, revenue projections, borrowing requirements, and in-house auditing and controls. The work is performed under the supervision and direction of the Water Works Director, but extensive leeway is granted for the exercise of independent judgement and initiative. In the absence of the Water Works Director, this position may be assigned the daily managerial responsibilities of the Water Works Department. Supervision is exercised over all financial and accounting personnel within the Water Works. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with Federal, State, City, and other government officials, members of various boards, City employees, business and community groups, independent auditors, water works customers, and the public. The principal duties of this class are performed in a general office environment.

EXAMPLES OF ESSENTIAL WORK:

✓Plans, directs, coordinates, and supervises all activities related to the Financial Division for Water Works;
✓Prepares, defends, and administers Water Works budget;
✓Acts as Water Works representative as appropriate and when designated, serves as the Water Works Director during an absence;
✓Advises the Water Works Director and other senior management personnel on funding status, availability of funds, and related operating and capital budget matters, and recommends resolutions to financial issues as they arise regarding complex fiscal matters, budgetary considerations, transfers of funds, payment procedures, investments, expenditures, and commitment of funds as appropriate;
✓Develops policies and procedures designed to increase the efficiency and effectiveness of Departmental operations, presents them to the Board of Water Commissioners for approval, communicates them to Manchester Water Works (MWW) employees, and oversees their implementation;
✓Serves on a top management team within the Water Department responsible for policy development and planning under the direction of the Water Works Director;
✓Manages Finance/Administration staff, trains staff on new tasks as necessary, and reviews their work;
✓Prepares financial and statistical reporting and financial statements for the City and regulatory agencies;
✓Oversees the forecasting, identification, formulation, management, and procurement of financing for the capital budget;
✓Oversees the requisition and purchase of goods, services, and equipment for the Department;
✓Reviews Water Works financial statements and accounting reports for appropriateness and accuracy and coordinates financial audits with outside auditors;
✓Develops, monitors, and manages Water Works Capital Improvement Program Budget and funding program;
✓Develops and oversees Requests for proposals (RFP’s) for financial consultants, as needed;
✓Develops high-level internal fiscal policy recommendations for a large enterprise fund;
✓Plans, directs, and coordinates the accounting and financial management and related operations within the Water Department;
✓Develops, recommends, organizes, implements, and administers appropriate and/or required financial management or accounting systems in order to provide revenue and expense accounting and control;
✓Coordinates with the work of senior personnel in the areas of water treatment, financial administration, customer operations, and water systems installation, repair, and maintenance;
✓Utilizes research methodologies, statistical techniques, and the compilation of empirical data to perform budget analyses for the purpose of designing, planning, and developing the operating budget for an assigned area;
✓Reviews and stays abreast of New Hampshire and Federal legislation and rules impacting Water Works Financial operations;
✓Attends Board of Water Commissioners meetings and reports on and/or advises on matters before the Board;
✓Negotiates with the labor union and interprets the union contract as part of management team;
✓Provides administrative oversight to all operations and activities of the Water Department;
✓Provides guidance and demonstrations to new employees in similar positions;
✓Keeps supervisors informed of work progress, issues, and potential solutions;
✓Attends meetings and training to stay current on relevant practices and developments;
✓Responds to citizen inquiries courteously and promptly;
✓Coordinates regularly with others to enhance interdepartmental efficiency; and
✓Performs additional duties as required by the classification.
✓Comprehensive knowledge of Generally Accepted Accounting Principles;
✓Comprehensive knowledge of accounting, engineering, marketing, or finance relevant to the operation of an enterprise, based Water Utility;
✓Comprehensive knowledge of accounts payable and payroll processes;
✓Thorough knowledge of all State, PUC, and Federal regulations regarding operating a regional water utility;
✓Thorough knowledge of current principles and practices of public and business administration;
✓Thorough knowledge of budgetary principles within a municipality and the knowledge to establish a rate-making system to recover costs;
✓Ability to prepare and present accurate and reliable reports containing findings and recommendations, to interpret accounting reports and records; and to analyze accounting data for control and reporting purposes;
✓Ability to operate or quickly learn to operate a personal computer using standard or customized software applications as well as custom utility billing and accounting software appropriate to assigned tasks;
✓Thorough knowledge of the goals, purposes; and operations of a municipal Water Department;
✓Thorough knowledge of customer service operations;
✓Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
✓Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
✓Ability to facilitate teamwork, resolve conflicts, and help motivate employees;
✓Ability to handle confidential and administrative information with tact and discretion;
✓Integrity, ingenuity, and inventiveness in the performance of assigned tasks.
✓Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Accounting, Finance, or related; and
✓Six or more years of related experience in budgetary development, auditing, accounting operations, and related; or
✓Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
✓Certified Public Accountant (CPA); or
✓Certified Financial Analyst (CFA); or
✓Master of Business Administration (MBA), required;
✓Certified Public Manager (CPM), preferred.
✓Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
✓Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of written materials in both electronic and hardcopy formats;
✓Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer and related equipment;
