POSITION DUTIES
The Maryland Police and Correctional Training Commissions\r\n(MPCTC) is seeking a Program Administrator/Instructor to join the Leadership\r\nDevelopment Institute at the Public Safety Education and Training Center in\r\nSykesville, MD. This pivotal role is responsible for the strategic oversight,\r\ndesign, and delivery of high-impact training programs, ensuring that all\r\ncurricula, including mandated First Line Administrator, First Line Supervisor,\r\nand Basic Instructor programs, are current, meet Code of Maryland Regulations\r\n(COMAR) standards, and reflect industry standards. The position will be\r\nresponsible for administering, facilitating, and instructing in-person classes.\r\n�\r\nKey Responsibilities include but not limited to:\r\n\r\n\r\nCurriculum Innovation and Teaching - Develop, revise,\r\nand implement lesson plans, training materials, practical\r\nscenarios and assessments tailored to executive and supervisory\r\nleadership and other relevant public safety training programs for both\r\nmandated and non-mandated programs. Facilitate and deliver in-person\r\ntraining and workshops, ensuring learning objectives are met and\r\nparticipants are engaged. Conduct on-going research to update courses\r\nand training materials.\r\n\r\n\r\nStrategic Oversight - Manage training schedules and\r\ncollaborate with external trainers to ensure resource efficiency and\r\ninstructional quality. Maintain comprehensive and accurate records of training\r\nactivities and participant progress. Evaluate and revise programs for\r\neffectiveness and relevancy.\r\n\r\n\r\nRegulatory Compliance - Ensure all programs, training\r\ninitiatives, and instructional materials are current, meet COMAR and industry\r\nstandards, and maintain educational integrity.\r\n\r\n\r\nMentorship & Collaboration – Provide technical\r\nassistance and instructional support across MPCTC units to foster a\r\ncohesive, state-wide approach to public safety training.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
\r\nApplicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation: A Bachelor’s degree from an accredited college or university.\r\nExperience: Five years of experience as a public safety professional.\r\nNotes:\r\nNotes:\r\n1. Additional experience in public safety work may be substituted on a year-for-year basis for�the required education.\r\n2. Additional graduate level education at an accredited college or university may be substituted�at the rate of 30 semester credit hours on a year-for-year basis for the required general�experience.\r\n3. Candidates may substitute U.S. Armed Forces military service experience as a�commissioned officer involving staff work related to the administration of rules, regulations,�policy, procedures and processes, or overseeing or coordinating unit operations or functioning�as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the�required education and experience.\r\n\r\n
SELECTIVE QUALIFICATIONS
Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.\r\n\r\n\r\n\r\n1. A minimum of two years of experience as a First Line Supervisor or First Line Administrator in�public safety.\r\n2. A minimum of three years of experience in planning, teaching, organizing, and implementing\r\nleadership, human resources, basic instructor (or train the trainer), professional development,�and/or public safety training.\r\n3. Possession of a MPCTC Instructor Certification or the ability to obtain certification within six�months of hire.\r\n\r\n
SPECIAL REQUIREMENTS
The ideal candidate must be fluent in spoken and written English. The ideal candidate must effectively and respectfully communicate with diverse populations, providing services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.\r\n
