The Department of\r\nAssessments and Taxation must appraise each of these properties once every\r\nthree years. There are 24 local State assessment offices, one in each county\r\nand Baltimore City.\r\nAssessments are certified by the Department to local governments where they are\r\nconverted into property tax bills by applying the appropriate property tax\r\nrates. An assessment is based on an appraisal of the fair market value of the\r\nproperty. An appraisal is an estimate of value. There are three accepted\r\napproaches to market value:\r\n\r\n\r\n1.\r\nthe\r\nsales approach\r\n2.\r\nthe\r\ncost approach\r\n3.\r\nthe\r\nincome approach\r\nWhile\r\ndiffering in the method of calculation each approach is designed to indicate\r\nthe property’s fair market value. The property tax is primarily local\r\ngovernment revenue. Counties and cities depend on the property tax and a\r\nportion of the income tax to make up their budgets.\r\n
