Introduction

The Health Services Cost Review Commission (HSCRC) is seeking a strong leader to serve as Executive Director and lead architect of Maryland’s unique healthcare financing landscape. The HSCRC maintains independent authority to set hospital global budgets across the State.� In this position, the Executive Director will administer Maryland’s healthcare financing system (The Maryland Model) in partnership with the Chair and members of HSCRC and steer the future of statewide healthcare payment innovation.\r\n

POSITION DUTIES

As the Commission transitions from the Total Cost of Care Model to the pioneering AHEAD Model, the Executive Director will serve as the chief strategist and leader of a nationally unique healthcare model that has transformed the state into a global laboratory for payment reform. This position requires rigorous administrative oversight as well as the skill to shepherd Maryland’s healthcare delivery systems into a new era. The successful candidate will lead a high-caliber multidisciplinary team to fulfill its critical legislative charge: achieving maximum efficiency and effectiveness to ensure all Maryland citizens receive affordable, high-quality care from a sustainable delivery system.� This mission is the connective tissue between the agency’s historic rate-setting roots and its future leading transformational financial and delivery system change.\r\n\r\n\r\nAgency Mission and The All-Payer Landscape: The HSCRC maintains independent authority to set hospital global budgets across the state. The HSCRC also plays an important role in administering the state's unique healthcare financing model (The Maryland Model).\r\n\r\n\r\nStrategic Priorities: The State of Maryland has negotiated the continuation of the Maryland Model with its federal partners through the AHEAD Model. The Executive Director will serve as the lead architect in shaping how Maryland evolves its payment structures, working closely with the HSCRC Commissioners and key state agencies—including MDH, MHCC, MIA, and MHBE—to meet rigorous federal expectations while preserving the stability of the state’s hospital infrastructure.\r\n\r\n\r\nCore Executive Responsibilities and Governance: Managing the HSCRC requires a sophisticated balance of ensuring internal operational excellence while demonstrating exceptional skill in managing multiple stakeholder relationships. The Executive Director must navigate a complex ecosystem populated by the Maryland General Assembly, federal regulators at CMS, and a diverse array of provider, payer, and community interests. The primary operational and governance responsibilities include:\r\n\r\n\r\nOperational Oversight: Directing a 47-member multidisciplinary staff of economists, accountants, statisticians, health policy analysts, and data management professionals. The Executive Director administers an annual operating budget of $15.4 million.\r\nIntergovernmental and Legislative Relations: Acting as the primary liaison to the Maryland General Assembly, providing authoritative testimony, and coordinating with state and federal agencies to align Maryland’s activities with the Total Cost of Care goals.\r\nPublic Advocacy and Multi-Sector Engagement: Managing relationships with a broad spectrum of stakeholders, including hospitals, physicians, nursing homes, third-party payers, and consumers. This includes serving as the public face of the agency to the press and ensuring transparency in all policy matters.\r\n\r\n\r\nThis position is eligible for Hybrid Telework.\r\n

MINIMUM QUALIFICATIONS

Qualified candidates must meet the following requirements:\r\n\r\n\r\n Master’s Degree from an accredited college or university, in Health Care Policy, Public Policy, Economics, Health Services Administration/Research, Finance, or a related field, plus seven (7) years of experience in analytical and quantitative work involving health policy development or healthcare financing\r\n Ph.D. in a related field, may substitute for three years of the required experience\r\n Ten (10) years of professional experience in health policy development, health economics, or healthcare financing may be substituted for the formal education requirements\r\n Proven experience in the successful direction of a health-related professional staff is highly desirable and remains a primary indicator of a candidate's readiness for this role\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Successful candidates will possess five (5) years of experience developing and implementing hospital global budget policies or similarly complex value-based payment policies.\r\n
