Main Purpose of Job

The primary function of the Program Director is to leverage, coordinate and provide Army and National Guard related insights across the Department of Commerce, and other state and local departments to advance economic development within the installations and in the local/state business communities.\r\n

POSITION DUTIES

This position monitors State and Federal actions which impact Maryland’s Army and\r\nNational Guard military installations and related facilities; actively promotes\r\nthe missions of the Army and National Guard installations and missions;\r\nparticipates in local military alliances and defense-affiliated organizations;\r\ninforms and leverages support from members of Maryland’s Congressional\r\nDelegation, State officials and the business community; collaborates with\r\nDepartment of Defense stakeholders to ensure the economic vitality of Army and\r\nNational Guard programs in the state through business opportunity and job\r\ncreation, and mission support; assist with program performance and management\r\nof defense-related grants to further defense diversification, technology\r\ncommercialization and defense community resilience planning activities in the\r\nstate.\r\n\r\n\r\nThe selected candidate will possess excellent written, oral, and\r\ndecision-making skills, excellent interpersonal skills.� ability to handle multiple, concurrent, and\r\nhigh priority projects; knowledge of programs and resources provided by\r\nFederal, State and local government that support economic development,\r\ntechnology, commercialization; ability to interact professionally with senior\r\ndefense and elected officials is essential. Proficiency with Microsoft Office,\r\nGoogle Suite, or other relevant software.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

EDUCATION:�Bachelor's degree from an accredited college or\r\nuniversity in business, economic, or related field.\r\n\r\n\r\nEXPERIENCE: Five years' experience�in program management or\r\nprofessional work. Four years of this experience involving exercising\r\nresponsibility for defense programs. U.S. Army military service experience as a Field Grade\r\nOfficer (O-4 to O-6), Senior Warrant Officer (CW4-CW5), or Senior Non-Commissioned Officer (E-8 to E-9) with a primary focus on enterprise-level\r\noperations, brigade/division-level staff operations, or strategic program\r\nmanagement.\r\n\r\n\r\n\r\nNotes:��\r\n\r\n\r\n\r\nAdditional experience in program management or professional work for a year-for-year basis for the required education.\r\n\r\nGraduate level education at an accredited college or university at the rate of 30 semester credit hours on a year-for-year basis for the required general experience\r\n\r\n\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nPreference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.��\r\n1. Three (3) �years’ experience working with the US Army in\r\nareas involving installations, defense mission support. Minimum of three (3) years’\r\nexperience as a Battalion/Brigade Commander, or Command Sergeant Major, or\r\nPrimary Staff Officer (G-1/G-4/G-8) at the Division, Corps or Major Army\r\nCommand (MACOM) level.\r\n2. Experience\r\nworking with federal and private sectors.��\r\n3. Proven track record of managing\r\njoint programs between the Department of the Army and private sector\r\ncontractors or federal agencies.�\r\n4. Documented experience managing Army\r\nInstallations (IMCOM), garrison operations or Defense Mission Support programs.�\r\n�5. Master’s degree in business administration, Public Policy, Defense Studies,\r\nor graduate of a Senior Service College (e.g. War College).\r\n� \r\n\r\n

BENEFITS

\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
