Reporting the AVP of Strategy and working in close partnership with the Public Affairs Manager, the Marketing Manager ensures the company’s story, from B2B growth in infrastructure and utility markets to community impact and second-chance workforce development, is told with consistency, creativity, and measurable results. The role combines hands-on execution with team leadership and is expected to bring new tools, methods, and ideas that help marketing innovate and scale.

  • Lead marketing planning, set priorities, manage the budget, and track results, establishing clear roles and processes for getting the work done.
  • Develop and execute an annual marketing plan aligned with company growth priorities, sales targets, and key client segments, including utilities, departments of transportation, municipalities, and contractors.
  • Translate business goals into clear campaigns and programs, each with defined objectives, budgets, timelines, and measures of success.
  • Monitor market trends, competitor activity, and client needs, bringing insights to leadership that inform positioning and growth strategy.
  • Lead a B2B brand and messaging strategy that positions Flagger Force as the trusted, Safety-Driven® partner for infrastructure, utility, and construction clients.
  • Build out the community pillar of the brand, telling the story of how Flagger Force invests in and shows up for the communities where we live and work.
  • Champion the company’s second-chance workforce development message in partnership with HR and Field Recruiting, making our commitment to opportunity and career growth visible to clients, candidates, and the public, and carrying it into recruitment marketing across our operating regions.
  • Bring human-driven infrastructure to life by putting the people behind the work, and the difference they make on every job site, at the center of our story.
  • Own brand standards, templates, and the creative design system, helping teams use approved materials efficiently while maintaining quality and consistency.
  • Partner with Sales and client development leaders to build campaigns, content, and tools that support pipeline growth, client retention, and expansion into new markets.
  • Develop and maintain sales enablement materials, including capability presentations, case studies, proposal content, and service collateral.
  • Lead the strategy and execution of trade shows, industry conferences, and client events, from planning and budgeting through follow-up and results tracking.
  • Own the company website and digital marketing channels, including SEO, paid media, email marketing, and social media, with a focus on performance and continuous improvement.
  • Lead public relations strategy and media relations for brand, business, and recruiting objectives, building Flagger Force’s visibility with trade, business, and local media through press releases, story pitching, company announcements, and award submissions.
  • Develop executive visibility and thought leadership opportunities, and prepare company spokespeople for media interviews, speaking engagements, and industry recognition.
  • Maintain a calendar of newsworthy moments across the business, along with media lists, press materials, and coverage tracking.
  • Support issues and reputation management in partnership with senior leadership, ensuring timely, accurate, and consistent external responses.
  • Manage external PR partners as a shared resource across Marketing and Public Affairs, and build the in-house capability to bring more public relations work onto the internal team over time.
  • Work in close partnership with the Public Affairs Manager, coordinating marketing, public relations, and public affairs so that shared ground becomes a strength and each strategy reinforces the others.
  • Build shared storytelling around workforce development, community impact, and safety that serves clients, candidates, policymakers, and industry leaders alike.
  • Provide execution support for public affairs initiatives through the marketing and creative team, including content, design, events, and channel support. Where work connects to legislative priorities and policy positioning, Public Affairs leads and Marketing supports.
  • Plan jointly through a shared calendar of announcements, events, and campaigns, with clear ownership: Marketing leads brand, sales, and recruitment marketing and the media relations that support them, while Public Affairs leads legislative, policy, and advocacy work, including the earned media and positioning tied to it.
  • Lead and develop the marketing team, including the Marketing Coordinator and Creative Specialist, by assessing current capabilities, defining roles, and coaching team members to grow in skill and ownership.
  • Select, manage, and integrate staff augmentation partners, agencies, and freelancers, defining scope, holding them accountable for performance, and making them work as a true extension of the internal team.
  • Determine the right mix of internal capability and external support as the function scales, and recommend when to develop internal skills, hire, or use external partners.
  • Evaluate and implement marketing technology, automation, and AI tools that increase output, quality, and speed as the business grows.
  • Build the workflows, intake, and measurement systems that allow marketing to scale, ensuring requests from across the company are visible, sequenced, and delivered on time.
  • Introduce new approaches, channels, and methods, and help the broader team adopt them.
  • Provide regular updates to senior leaders on marketing performance, campaign results, and areas of focus.
  • Coordinate with the Internal Communications team so that external and internal messaging stay aligned and employees hear important news first.

Perform special projects as assigned by the Associate Vice President of Strategy and Communications or department leadership.
