Summary: The Program Financial Analyst will serve as the primary financial analyst supporting a growing portfolio of task orders under an indefinite delivery, indefinite quantity (IDIQ) contract, with responsibility for task order profit and loss, financial analysis, subcontractor financial administration, and recurring financial reporting. The successful candidate will possess in-depth knowledge of government contract financial management and will demonstrate proficiency in developing staffing and level of effort models, tracking burn against funding, and analyzing the financial impact of contract modifications, task order realignments, and option period changes. This position works closely with Program Management to maintain visibility across multiple concurrent task orders and a growing subcontractor base, and will prepare monthly financial reporting for internal leadership and the Government customer while supporting joint venture and teaming partner reporting requirements. The Program Financial Analyst supports the corporate pricing function by developing staffing and level of effort inputs and executing routine cost models; it is not a lead pricing role.
Essential Duties and Responsibilities:
Task Order Financial Management:
- Build, maintain, and analyze profit and loss statements at both the individual task order and consolidated portfolio level, including views that reflect the allocation of work across teaming partners
- Track and report burn against funding and period of performance for each task order, maintaining forward-looking forecasts
- Monitor financial performance against budget, identify variances, and report risks and trends to Finance leadership and Program Management
- Conduct budgeting analysis for active task orders and for new task orders in development
- Review contract modifications for financial impact, including the effect on profit and loss, funded value, hours, labor category mix, and partner allocations
- Support task order realignment activities, including modeling the financial and staffing impact when scope, systems, or personnel shift between task orders
- Maintain financial models, documentation, and supporting records so that current financial information is accurate, organized, and readily accessible to program and corporate leadership
Staffing, Level of Effort, and Scope Analysis:
- Develop and maintain staffing models to determine the number of full-time equivalents required by system or functional area
- Define level of effort by labor category and by teaming partner, and provide Program Management with initial values for each partner
- Perform scope analysis for each option period, modeling the financial and staffing impact of increases, reductions, and other changes in hours
- Compare current staffing assignments against forecasted requirements for upcoming option periods, identify differences, and work with Program Management to understand and resolve planned staffing changes
- Support out-year planning for anticipated staffing reductions, including the preparation of analysis used in discussions with the Government customer
- Calculate and maintain teaming partner work allocations, validating that actual and forecasted distribution of work remains consistent with contractual commitments
- Prepare staffing, level of effort, and cost inputs to support pricing activities, and execute routine cost models in coordination with the corporate pricing function
Subcontractor and Teaming Partner Financial Administration:
- Reconcile subcontractor invoices against recorded hours, purchase order values, and subcontract terms, and resolve discrepancies with subcontractor points of contact
- Review purchase orders and purchase order modifications for financial accuracy and consistency with funded task order value
- Monitor subcontractor time entry for completeness and timeliness, and follow up with partners whose submissions are late or incomplete
- Track subcontractor burn and remaining value against purchase order ceilings, and alert Program Management and Finance leadership in advance of funding shortfalls
- Support joint venture financial reporting requirements, including partner-level reporting and consolidated financial submissions
- Coordinate with teaming partners to collect, validate, and reconcile financial data required for reporting
Invoice, Travel, and Transaction Validation:
- Perform invoice validations, confirming that labor, travel, and other direct costs are accurate, allowable, and consistent with contract terms prior to submission
- Maintain the travel tracker and reconcile actual travel expenses against authorizations and budget
- Research and resolve financial discrepancies in coordination with Program Management, program staff, and the accounting team
Reporting and Leadership Support:
- Prepare monthly financial reporting to the Government customer, addressing both current burn and forecast
- Produce monthly internal financial reporting and task order financial summaries for Finance leadership
- Support monthly financial reviews with Program Management, including preparation of materials and follow-up on identified actions
- Develop financial content and program overview presentations, including material suitable for program management reviews and customer briefings
Process Development and Standardization:
- Contribute to the development and documentation of repeatable financial processes for task order intake, subcontractor onboarding, time tracking, and invoice reconciliation
- Identify opportunities to reduce manual effort and improve the timeliness and reliability of financial data as the portfolio grows
- Promote consistent application of financial and timekeeping practices across subcontractors and task orders
Additional Responsibilities:
- Perform other program financial analysis duties as assigned
Qualifications:
Education and Experience:
- Bachelor's degree in finance, accounting, business administration, economics, or a related field; additional years of directly related experience may be substituted for the degree requirement
- Eight (8)+ years of program finance, program control, or financial analysis experience supporting government contracts
- Demonstrated experience building and maintaining program or task order profit and loss statements, burn reports, and financial forecasts
- Experience supporting multiple concurrent task orders, delivery orders, or projects under a single contract vehicle
- Experience developing staffing and level of effort models tied to labor categories and contract requirements
- Experience analyzing contract modifications and option periods for financial and staffing impact
- Experience reconciling subcontractor invoices and tracking subcontractor burn against purchase order value
- Working knowledge of government contract types (CPFF, T&M, FFP) and the differences in cost structure, risk, and reporting across them, including how prime contract type influences subcontract structure
- Understanding of teaming partner work allocation and the ability to calculate, track, and maintain partner distributions on multi-party contracts
- Ability to develop and execute straightforward cost and level of effort models; complex pricing volumes are developed by a dedicated pricing function, and this position supports rather than leads that effort
- Advanced Microsoft Excel skills, including complex formulas, lookups, pivot tables, and multi-tab financial models
Preferred Qualifications:
- Unanet experience is strongly preferred, particularly hands-on use of Unanet for project accounting, timekeeping, and program financial reporting
- Experience administering or supporting subcontractor timekeeping within an enterprise accounting system
- Experience supporting proposal efforts through the development of staffing, level of effort, or basis of estimate inputs
- Experience supporting a growing IDIQ or multiple-award contract portfolio, including task order intake and onboarding
- Experience supporting joint venture structures, including mentor-protégé arrangements
- Familiarity with data visualization or reporting tools such as Power BI or Tableau
Skills and Abilities:
- Strong analytical skills with the ability to develop financial models from incomplete information and articulate the assumptions supporting them
- Ability to manage competing priorities across multiple task orders and maintain accuracy under recurring deadlines
- Excellent written and verbal communication skills, including the ability to explain financial impact to non-financial program leadership and to follow up professionally with subcontractor and partner personnel
- Strong attention to detail and accuracy in financial modeling, reporting, and invoice review
- Strong organizational and time management skills, with the ability to manage recurring monthly reporting cycles alongside ad hoc analysis requests
- Process orientation, with a demonstrated ability to build repeatable procedures in a growing environment rather than relying on manual workarounds
- Ability to work independently and to collaborate effectively with program management, accounting, contracts, and pricing personnel
- Ability to maintain confidentiality and exercise discretion with sensitive financial, contractual, and personnel information
Work Environment:
This is a hybrid position based in Alexandria, VA, with a combination of onsite and remote work. Candidates must reside within the DC/MD/VA area and be available for onsite work as required by program and corporate needs.
