Position Summary:
The Contract Specialist is responsible for managing, negotiating, and administering contracts to ensure compliance with company policies, legal requirements, and industry standards. This role involves reviewing contract terms, assessing risks, and collaborating with internal and external stakeholders to support procurement and contractual operations. The position will require thorough research into regulations to ensure compliance with all applicable guidance. The Contract Specialist will play a vital role in managing the lifecycle of contracts, from inception to execution, and ensure that contractual obligations are met in a timely and efficient manner.
The Contract Specialist position is available in three tiers: Contract Specialist Tier I (Entry-Level), Contract Specialist Tier II (Mid-Level), and Senior Contract Specialist (Senior-Level). The core duties remain consistent across all levels, with increasing autonomy, complexity, and leadership expectations based on the level of experience and tier level.

Pay Range: $58,000-$90,000 annual salary to commensurate with experience.

Essential Duties & Responsibilities:
Drafting & Negotiation:
- Draft contracts (Tier I).
- Draft contract changes (Tier I).
- Draft subcontracts documents (Tier I).
- Draft, review, and negotiate contracts (Tier II & Senior).
- Draft, review, and negotiate contract changes (Tier II & Senior).
- Draft, review, and negotiate subcontract documents (Tier II & Senior).
- Administer executed contract actions by monitoring compliance with contractual obligation.
- Managing changes by processing amendments, modifications, or extensions.
- Track milestones and deliverables to ensure deadlines and key obligations are met.
- Maintain accurate and up-to-date contract records and documentation.
- Handle payments and invoices, ensuring billing accuracy and timely payments (Tier II & Senior).
- Resolve disputes and address performance issues or disagreements (Tier II & Senior).
- Ensure contracts comply with federal, state, and company regulations and policies.
- Support internal audits and reporting related to contract performance and compliance.
- Analyze contract terms and conditions to identify and mitigate potential risks (Tier II & Senior).
- Coordinate with internal and external stakeholders to facilitate contract execution.
- Provide guidance on contractual obligations and policies to internal stakeholders.
- Provide contract analyses to identify and mitigate potential risks or disputes and conflicts prior to contract execution.
- Lead and manage complex contract negotiations and scope definition (Senior).
- Provide mentorship and training to junior team members (Senior).
- Support advanced contract management strategies and initiatives (Senior).

Education, Training & Experience:
Contract Specialist Tier I:
- 0–3 years of relevant experience
- Preferred: Shipyard/Industrial experience.
- 3–7 years of experience in contract management, including negotiation and scoping.
- Preferred: Shipyard/Industrial experience.
- Bachelor's degree in business or a related field.
- Preferred: DAWIA Level I, CFCM, or CPCM certifications.
- 7+ years of experience in contract management, with a focus on complex negotiations and scoping.
- Preferred: Shipyard/Industrial Experience.
- Bachelor's degree in business or a related field.
- Expected: DAWIA Level II or III, CFCM, or CPCM certifications.

- Must show proof of your legal right to work in the United States
- This position requires US Citizenship due to clearance required for base access
- Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
- Must be able to successfully obtain and maintain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites
- All candidates must submit to and pass a post-offer drug screening and a background check before employment begins. Failure to complete any of these steps will result in disqualification
- Valid State of Hawaii REAL ID-Compliant Drivers’ License in good standing or a valid U.S. Passport in addition to a valid Hawaii Driver’s License, if you do not have a REAL ID-Compliant Driver’s License, class 3 or higher
- Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift
