CONSULTANT EXPERT ON GBV ADMINISTRATIVE DATA SYSTEMS

Purpose of consultancy:

The primary purpose of this consultancy is to provide support to Asia Pacific country offices on survivor-centred GBV administrative data collection, management, analysis and use as a key component of national VAW data ecosystems. 

Scope of work:

Comprehensive GBV response services, including law enforcement agencies, health care centres, shelters, psychosocial support, and case management services, provided by a variety of government ministries and civil society organizations, must be guided by a survivor-centered approach which prioritises the safety, confidentiality, right to self-determination and protection from discrimination. 

For direct GBV service providers, paper-based and electronic systems, which ensure the safe and ethical management of highly sensitive individual data collected and managed during the process of service provision (GBV administrative data), are a key component in achieving survivor-centered care, and promoting quality, coordinated service provision that minimizes distress and support survivors to navigate available services as they choose.

GBV administrative data provides critical information about the availability, accessibility and effectiveness of GBV-related policy and services. They form an integral part of the GBV multi-sectoral response system, playing a critical role in the wider data ecosystem, complementing prevalence data and qualitative research to shed light on where and when survivors are able to seek help, and whether policies are performing as intended. 

Given the high level of interest in setting up GBV administrative systems and the ever increasing demand for technical support in this area, APRO, in partnership with Australian Department of Foreign Affairs and Trade (DFAT) through kNOwVAWdata, has prioritised technical support and capacity building of national governments, country offices, civil society organisations to ensure safe and ethical generation, collection, analysis, storage and use of quality GBV multi-sectoral administrative data. 

Under the overall supervision of the Technical Lead, Violence against Women Data and Research, the consultant will support the following:

1. Technical Support:
   1. Provide technical support in alignment with global guidelines and best practices 
   2. Support country offices to review existing GBV administrative data systems and ensure application of a survivor-centred approach across the data collection, storage, analysis, dissemination, and use
   3. Support country offices  in the adaptation of GBVIMS+ for use by the government and contribute to development of regional/global guidelines in this area

• Advanced university degree (Master's or PhD) in Gender Statistics, Public Health Informatics, Data Governance, Demography, International Law, or related fields

• At least 10 years of experience in GBV administrative data systems, with proven regional or multi-country technical leadership
• Deep understanding of the GBV guiding principles, safety by design, and what it means to provide a survivor-centered response
• Demonstrated experience providing strategic policy and technical advisory services to senior government officials, NSOs, and UN leadership on national GBV data ecosystems
• Understanding of the steps in case management and the intersections with information management
• Experience supporting staff in GBV case management is desirable
• Experience developing and facilitating workshops and webinars
• Proven expertise in leading the conceptual design, contextualization, and interoperability of national GBV administrative data systems (e.g., GBVIMS+, DHIS2, Primero, HMIS). 
• Demonstrated understanding of issues related to safety by design, confidentiality, personal data protection and other concerns related to the collection and management of sensitive data
• Demonstrated capacity to draft and negotiate complex inter-agency MoUs, Standard Operating Procedures, and Information Sharing Protocols aligned with national privacy legislation and global normative frameworks. 
• Proven track record of political dialogue, multi-sectoral consensus building, and representation across regional or international statistical and normative bodies. 
• Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multicultural environment
• Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise

 Fluency in English (written and spoken) required
