In response to the need to strengthen resilience, stability, and sustainable development in Armenia’s southern regions, the Government of the Republic of Armenia has initiated the implementation of the Resilient Syunik Programme (RESYP), financed through a sovereign framework loan provided by the European Investment Bank (EIB). The Programme represents a targeted investment effort to reinforce the resilience and functionality of critical infrastructure in Syunik, with a focus on healthcare, education, water supply, and energy efficiency. It is implemented in a complex and sensitive context shaped by the aftermath of recent conflicts and the influx of displaced populations, which have placed significant pressure on infrastructure systems and public service delivery, particularly in rural communities.

To address these challenges and ensure full alignment with EIB requirements, UNDP is implementing the “Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing the EIB Resilient Syunik Programme (PHOENIX-RESYP)” - a technical assistance initiative (hereafter Project), funded by the European Union. The Project is anchored in three strategic pillars: 

  1. strengthened capacities of sector institutions and public operators to manage investments in a gender-responsive and inclusive manner;
  2. establishment and effective functioning of institutional coordination mechanisms among the PIU and relevant state authorities; and
  3. strengthened participatory engagement and accountability mechanisms.

UNDP requires a Driver to provide reliable, safe, and efficient transportation services in support of the implementation of the PHOENIX-RESYP project. The incumbent will ensure timely mobility of project personnel, delivery of documents and materials, and adherence to UNDP operational, administrative, and security standards. The position will be based in Yerevan, with frequent travel to project sites in Syunik.

Responsibilities

  1. Provision of driving and transportation services
  • Provide reliable, safe, and timely driving services for the transportation of authorized personnel, consultants, official visitors, and other stakeholders, as well as for the delivery and collection of documents, correspondence, equipment, and other project-related items.
  • Meet and facilitate official visitors and personnel at airports and other points of arrival/departure, including support with logistical arrangements and related formalities when required.
  • Plan and coordinate transportation schedules and routes to ensure efficient and timely implementation of project activities.
  • Ensure full compliance with UNDP transport management policies, road safety regulations, security protocols, and local traffic laws during all official assignments. 
  • Maintain a high standard of professionalism, discretion, and courtesy while interacting with project personnel, government counterparts, partners, service providers, and visitors.
  • Ensure the proper day-to-day maintenance, technical soundness, and cleanliness of assigned vehicle(s) through regular inspections and preventive maintenance measures. 
  • Conduct routine checks of vehicle condition, including oil, fuel, water, brakes, tires, lights, and other essential components to ensure operational readiness and safety.
  • Arrange timely servicing, repairs, technical inspections, and replacement of parts as required, while coordinating with authorized service providers. 
  • Maintain accurate and up-to-date vehicle logs, mileage records, fuel consumption records, maintenance history, and other required documentation in accordance with UNDP administrative and operational procedures. 
  • Monitor and ensure the validity and timely renewal of all required vehicle-related documentation, including registration, insurance, permits, and inspection certificates. 
  • Ensure the assigned vehicle is equipped with all required safety and operational items, including a first aid kit, emergency tools, spare tire, navigation tools, and other mandatory supplies. 
  • Contribute to the efficient and cost-effective utilization of project vehicles by monitoring fuel consumption, maintenance needs, and operational usage.
  • Provide logistical and operational support for the organization and implementation of meetings, workshops, conferences, trainings, field missions, and other project events in Yerevan and the regions. 
  • Assist in procurement-related logistical processes, including obtaining quotations, coordinating with vendors and service providers, facilitating deliveries, and supporting transportation arrangements as required. 
  • Support the distribution, transportation, movement, and tracking of project-related assets, equipment, materials, supplies, correspondence, and documentation, ensuring proper handling and coordination in line with UNDP operational and asset management procedures. 
  • Assist the project team in ensuring the smooth operational coordination of activities, including communication and follow-up with relevant stakeholders when requested.
  • Ensure strict compliance with UNDP security procedures, including Minimum Operating Residential Security Standards (MORSS/MOSS) and applicable safety requirements. 
  • Exercise vigilance and sound judgment during all driving assignments and immediately report to Programme Manager any security concerns, incidents, accidents, or operational risks. 
  • Take all immediate and appropriate actions required by UNDP rules and local regulations in the event of accidents, emergencies, or security incidents. 
  • Immediately report any accidents, vehicle damage, security concerns, or maintenance needs to the supervisor and relevant UNDP personnel.

The Driver works under the direct supervision of the Programme Manager and collaborates closely with the Project team.

Ethics - UN Policy Ethics - Knowledge and understanding of the UN Staff Regulations and Rules and other policies relating to ethics and integrity. 

Requirements

Education:  Secondary Education with a valid driver's license is required.

Experience: Minimum of 3 years (with secondary education) of relevant work experience as a driver with a safe driving record is required.

Required skills:  Experience with driving regulations, rules ad laws, as well as skills in minor vehicle repair and maintenance.

Desired skills:  Previous working experience with the UN, International Organizations, and Embassies; Experience working in southern regions in Armenia; Experience with administrative rules and regulations; Experience in security issues

Required Languages:  Fluency in Armenian and English is required
