The Energy and Environment Sector (EE) of UNDP in Bosnia and Herzegovina implements projects in the fields of climate change mitigation, climate change adaptation, disaster risk reduction, environmental governance and sustainable management of environmental and energy resources. The Sector works to support strengthened institutional capacities, improved environmental and climate policies, better data and reporting systems, and coordinated action by national and subnational stakeholders. All interventions are implemented in close collaboration with relevant government institutions, other UN agencies, multilateral and bilateral donors, the private sector, academia and civil society.

As part of its broader support to climate transparency and environmental governance in Bosnia and Herzegovina, UNDP, in close cooperation with national authorities and key stakeholders, is implementing the project “Strengthening Enhanced Transparency Framework in Bosnia and Herzegovina – CBIT 2”. The project aims to support Bosnia and Herzegovina in strengthening capacities to meet the requirements of the Enhanced Transparency Framework under Article 13 of the Paris Agreement. The project focuses on supporting the further development of the national Monitoring, Reporting and Verification (MRV) system, improving coordination among relevant institutions, supporting work related to MRV/MRVA frameworks, greenhouse gas inventory data, NDC tracking, the Environmental Information System (EIS), and capacity-building activities for relevant stakeholders.

Under the direct supervision of the Project Manager, the Environmental Governance and Finance Coordination Assistant will support the Ministry of Spatial Planning, Construction and Ecology of Republika Srpska and UNDP in the day-to-day coordination and follow-up of CBIT 2 project activities, including administrative and operational support related to environmental governance, institutional coordination, financial tracking, and the preparation, organization and review of relevant project documents, inputs, plans and reports.

The Environmental Governance and Finance Coordination Assistant will support communication and coordination with relevant institutions and stakeholders, assist in organizing meetings, consultations, workshops and trainings, support the preparation of background materials, meeting notes and simple analytical inputs, and help maintain project records, workplans, contact lists and implementation tracking documents. The assignment requires an organized, responsible and client-oriented approach, good communication skills, attention to detail, and the ability to support timely implementation of project activities in line with UNDP procedures and the CBIT 2 project document.

Responsibilities

Under the direct supervision of the Project Manager and in close coordination with the Ministry of Spatial Planning, Construction and Ecology of Republika Srpska and relevant UNDP Energy and Environment Sector staff, the Environmental Governance and Finance Coordination Assistant will provide administrative, coordination, operational and basic analytical support to the implementation of CBIT 2 project activities. The Assistant will support day-to-day follow-up of activities related to environmental governance, institutional coordination, climate transparency, financial tracking and project implementation.

The core functions of the Assistant will include the following:

a) Provide assistance in support of governance, policy and regulatory follow-up

  • Assist in collecting, organizing and reviewing environmental and climate-related documents, policies, laws, bylaws, rulebooks, strategies, plans and other materials relevant to CBIT 2 project activities.
  • Support the Project Manager and relevant experts in preparing summaries, background notes and simple analytical inputs related to environmental governance, MRV/MRVA, climate transparency, GHG inventory, NDC tracking and the Environmental Information System (EIS).
  • Assist in identifying and recording information on relevant institutional processes, financial aspects, implementation needs, timelines and follow-up actions related to project activities.
  • Support the organization and tracking of inputs from consultants, partner institutions and stakeholders, ensuring that relevant comments, documents and follow-up actions are properly recorded and shared with the Project Manager.
  • Assist in maintaining updated records of project-related documents, plans, reports, correspondence and supporting materials.

b) Support inter-institutional coordination and implementation follow-up

  • Assist in maintaining regular communication between UNDP, the Ministry of Spatial Planning, Construction and Ecology of Republika Srpska, consultants and other relevant stakeholders involved in CBIT 2 activities.
  • Support the preparation and organization of coordination meetings, consultations, workshops, trainings and other project events, including logistical arrangements, invitations, agendas, attendance lists, minutes and follow-up notes.
  • Assist in updating stakeholder contact lists, meeting schedules, action trackers and other coordination tools used for monitoring the implementation of project activities.
  • Support the collection and organization of information from relevant institutions for project reporting, planning and implementation purposes.
  • Assist in tracking agreed actions, deadlines and responsibilities, and regularly inform the Project Manager on progress, delays or issues requiring follow-up.

c) Support project implementation, financial tracking and knowledge exchange

  • Assist the Project Manager in day-to-day implementation of CBIT 2 activities, including preparation of workplans, simple implementation trackers, financial tracking tables and supporting documentation.
  • Support the collection and organization of financial and operational inputs related to project activities, including planned costs, implementation status, supporting documents and information needed for reporting.
  • Assist in preparing draft progress updates, meeting notes, brief reports, presentations, information materials and other simple project documents, as requested.
  • Support the organization of knowledge exchange activities, workshops, trainings and stakeholder consultations, including preparation of materials and documentation of key conclusions.
  • Assist in maintaining proper electronic and hard-copy project records in line with UNDP procedures and project requirements.

The Assistant will submit monthly progress updates to the Project Manager, using a format defined by UNDP. The incumbent may be required to perform other duties within their functional profile as deemed necessary for the successful implementation of the project and the overall functioning of the Office and the Organization.

The employee will work under the direct supervision of the Project Manager and in close coordination with 

representatives of the Ministry of Spatial Planning, Construction and Ecology of Republika Srpska and relevant UNDP Energy and Environment Sector staff.

Requirements

Min. Education Requirements
  • Secondary education is required
  • University degree (Bachelor’s degree) in Economics, Law, Public Administration, Environmental Studies, Education, Social Sciences or similar field will be considered an asset, but is not a requirement.
Min. years of relevant Work experience 
  • Minimum 5 years (with Secondary education) or 2 years (with Bachelor’s degree) of administrative or project support experience at the national or international level
Required skills 
  • Experience in the use of computers and office software packages, including MS Word, Excel and PowerPoint.
  • Experience in collecting, organizing and maintaining project documentation, records, correspondence, contact lists, meeting notes, reports and implementation tracking tools.
  • Experience in supporting organization of meetings, workshops, consultations, trainings or similar project events.
