This position is opened in 2 locations; Wewak and Buka 

Under the immediate supervision of the UNDSS Security Advisor (SA), the Field Security Officer will provide assistance in the implementation of the security plan and all matters relating to safety and security operations and management for Buka-AROB which will also be the Duty Station for the Field Security Officer. The Field Security Officer will report to the Security Advisor (SA) for functional security matters. It is important to note that the Field Security Officer is a local national with vocational experience in security who must always conduct his/her functions in close cooperation with UNDSS and under the direct supervision of and be accountable to the ASC Buka-AROB. The Field Security Officer posted will be funded under Cost Shared Budget from FAO, ILO, ITU, UNDP and UN Women and any other agency that may join the duty station in 2021 later on.

Responsibilities

Under the immediate supervision of the UNDSS Security Advisor (SA), the Field Security Officer will provide assistance in the implementation of the security plan and all matters relating to safety and security operations and management for Buka-AROB which will also be the Duty Station for the Field Security Officer

  • Provide assistance to the ASC in the implementation of the Country Security Plan, 
  • Contingency Plans and the UN Security Framework, including ensuring that all UN 
  • personnel are covered by relevant Security Plans.
  • In conjunction with the HR Unit, ensure Staff Lists are maintained and regularly provided 
  • to UNDSS (in conjunction with the HR unit); 
  • Maintain and test UN Emergency Communications Plan
  • Maintain Entrance/Exit Check Lists.
  • Administer and test the UN Buka-AROB Warden Plan. 
  • Facilitate security clearances for staff in all UN presences in the Buka-AROB.
  •  In coordination with UNDSS, ensure availability of updated and adequate procedures for dealing with emergencies involving UN staff in all project locations/offices.
  • In coordination with UNDSS be prepared for 24-hour response to all security and safety related incidents involving UN staff in the Buka- AROB 
  • Ensure that UN personnel, offices, residences and equipment are SRM/RSM compliant.
  • Ensure that all staff members posted to Buka-AROB have completed the BSAFE
  • Training and that records of certificates are maintained with the HR Unit; 
  • Provide advice on the selection and procurement of appropriate equipment for security 
  • (vehicles, telecommunications equipment, etc). Monitors the procurement, deployment,
  • and functionality of the same.
  • Coordinate with the Agency ASC and UNDSS to conduct periodic appropriate security 
  • assessments of UN sub offices/premises and equipment and provides advice on 
  • shortfalls in security preparedness with recommended improvements and solutions.
  • Coordinate with the ASC, UNDSS and building occupants in implementing UN office 
  • security measures and procedures (access control of visitors and vehicles).
  • As requested, provide inputs to UNDSS to assist in the preparation of comprehensive 
  • Security Risk Assessments (Country, Regional, Site, Project or Individual specific);
  • Under the direction of the ASC and in close cooperation with UNDSS, assists in the 
  • conducting of UN security risk assessments, evaluations and surveys and advises the 
  • ASC on security measures for UN offices and projects in all locations.
  • In close coordination with UNDSS, ensure appropriate professional liaison with host government agencies, local authorities responsible for security, law and order, counterparts in UN and diplomatic missions and municipal/traditional leaders.
  • Provides advise on relevant security policies and regulations (e.g. SRM, the Accountability Framework, SOPs and safe and secure practices) to assist decision makers in determining potential effects on UN activities;
  • Under the direction of the ASC and in close coordination with UNDSS, review the impact of security factors on UN Programme design and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), and makes preliminary recommendations regarding possible security needs and improvements.
  • Provide timely and accurate security advice to all staff;
  • Immediately report all security and safety related incidents involving UN staff to the ASC and UNDSS;
  • Ensures that UN Programme staff members are provided with situation reports and other appropriate security related information generated by UNDSS;
  • Encourage an exchange of security related information with UN project staff;  Assist in the preparation of UN security reports such as the Incident Reports and Weekly Reports;
  • provides substantive support to the ASC in collecting and updating information with regards to security issues and communicating them to key interlocutors
  • Maintain routine and confidential correspondence files/documents related to security issues;
  • Takes minutes and/or notes at ASMT meetings. 
  • Assist in implementation of Business Continuity Management, as required.
  • Provide assistance in the conduct and follow up of investigations and incidents affecting UN staff and offices.
  • In close cooperation with UNDSS, provides support in organizing and conducting training briefings and courses on security issues/awareness and preparedness and giving orientation to newly assigned staff members.
  • Represent UN at security meetings, as appropriate, in the absence of ASC; 
  • Actively participate to knowledge and capacity building, knowledge sharing and advocacy

Requirements

Education:

  • Advanced university degree (master's degree or equivalent) in Political Science, Military Studies, Security Management, or equivalent is required. OR
  • A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
    Specialized certification in police, military or security training 

Experience:

  • A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible security, preferably in the military or police context.

Required Skills:

  • Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases
  • Valid class 6 driver’s license

Desired Skills:

  • Prior experience with the UN system or an international NGO is desirable.
  • Experience liaising and coordinating with the local government security organisations.
  • Maintaining the Security Plan 
  • Experience in emergency communications equipment 
  • Experience in organizing security training, security briefing and inspections
  • Experience undertaking official travel in compliance with security protocols
  • Knowledge of host country safety codes

Required Languages:

  • Fluency in English (written and verbal) and Tok Pisin is required. 

Professional Certificates:

  • Police or Military Certification or any Security training certifications.
