ICAO Roster-Aerodrome Engineer

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits' international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Collect the necessary information and documentation on the present situation of airport infrastructure and services, including: peak aircraft and passenger movements and projections, cargo movements, air routes structure, aircraft fleet, airport revenue and expenditures, pluviometry and anemometry, airport site and land use potential, runway, taxiway and aprons, pavements structure, passenger terminal building, administration building, vehicle maintenance building, airport maintenance and electrical plant building, duty free and other commercial facilities, car rental facilities, terminal access and parking, cargo facilities location, cargo warehouse and customs, maintenance facilities, hangars, air traffic control tower and navaids, airport site/terminal security system, rescue and firefighting services, fuel storage depot, airfield lighting system, visual aids, airport operational services, fencing, roads, catering services, obstacle restriction and elimination, other relevant facilities and services.                                                                          

Assess the current capacity and service level conditions of the main airport facilities and equipment: airside, passengers and cargo buildings, landside and access, complementary systems.

Identify the necessary changes or remedial actions to improve the detected deficiencies, including the development requirements, vis-a-vis the compliance with the relevant ICAO SARPs, procedures and ANP.

Revise or propose the demand forecasting required for planning purposes and determine the planning horizon as per the demand.

Study and propose the general options for airport development, submitting the relevant partial reports and draft plans to the consideration of the concerned authorities. 

Define the selected option with the concerned authorities.

Determine the airport category with regard to the level of RFF services protection.

Develop the selected option at the level of airport master plan, including the passenger building and determining the internal and external land use zones and necessary land.

Prepare a final report on the selected option developed, including the definitive plans showing the airport layout at the end of the planning horizon and its growing by remarkable phases.

Examine in detail the role, organization, functions, responsibilities, staffing, financing and other relevant aspects of the present airport administration, with due regard to the aviation law, government policy, international responsibilities and institutional arrangements.

Identify and evaluate problems which prevent the effective and efficient discharge of responsibilities.

Identify alternate arrangements in the status of the present organization which would best facilitate the achievement of the aims and objectives of an airport administration and the discharge of responsibilities emanating from the aviation law and the Convention on International Civil Aviation.

Taking into account the studies carried out, determine the feasibility of setting up an airport authority with the highest degree of autonomy.

Prepare a report on the findings and recommendations resulting from the above

• Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.
• Ten years’ experience in the design, construction or modification of aerodromes including experience in directing or supervising cooperative efforts of architects, engineers, construction contractors and others, in aerodrome work.
• Experience in the organization and procedural operations of government departments.
• Knowledge of aircraft operational characteristics, landing and take-off criteria and procedures.
• Knowledge of runway, taxiway and apron strengths and widths, drainage, access routes and roads, car park provisions.
• Experience in design and arrangements of both large and small terminal buildings.
• Knowledge of aerodrome lighting installations.
• General experience in related fields such as mechanical, electronic and electrical installations (including aerodrome visual aids), water and sewerage utilities, practical surveying.
• Familiar with air traffic forecasts, capacity analyses, and with economic feasibility studies for airports.
• Awareness of the relevant provisions of the Convention on International Civil Aviation and concerned annexes and other related ICAO documentation, procedural requirements and regional air navigation plan.
• A working knowledge of ICAO SARPs and the inter-relationship of the ICAO Headquarters and Regional Offices with ICAO Technical Co-operation field work.
• Familiar with the needs of developing States; proven organizational, administrative and managerial ability and proven ability to foster good working relationships with government and project staff; initiative, tact, sound judgment and the ability to foster and maintain harmonious working relationships.

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term).

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
