ICAO Roster-Aeronautical Meteorology (Instruments) Expert

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Conduct a technical review of the aeronautical meteorological system/instruments.

Provide on-site advice to state authorities.

Identify the necessary changes or remedial actions to improve the detected deficiencies, including the development requirements, vis-a-vis the compliance with the relevant ICAO SARPs, procedures and ANP.

Determine the present AIS, ATM, CNS and MET services operational condition.

Recommend the remedial actions necessary to improve the MET services efficiency.

• Minimum of ten years’ experience with a civil aviation administration at managerial level, responsible for planning of AEROMET development. 
• Substantial experience with planning of upgrading and maintenance requirements of MET facilities, their logistics and human resource needs; knowledge of MET training requirements and planning thereof. 
• Substantial experience with organization, administration and operation of national AEROMET and full familiarity with relevant ICAO Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS). 
•  Experience in preparing long term AEROMET development plans will be a desirable qualification. 
• Knowledge of the provision, siting, maintenance and calibration requirements of MET instrumentation.

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
