ICAO Roster-AIS/AIM Expert

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Follow up and assist in the AIS automation.

Prepare the documentation related to AIS automation.

Specify technical and administrative issues to implement the quality management system (ISO) in the AIS Department according to ICAO SARPs.

Introduce and follow up the quality management system (ISO).

Assist in the elaboration of AIS training documentation and AIS guidance material and conduct training to AIS staff, as necessary.

Assist in the transition from AIS to Aeronautical Information Management (AIM) (strategy/roadmap/guidance material).

Prepare job descriptions concerning all AIS sections.

Prepare work plan for the development of AIS (AIS web, automation, etc.).

1. Extensive experience (ten years or more) in a modern, up-to-date environment, at increasing levels of responsibility, leading to supervisory level in Air Navigation Services (ANS) and Aeronautical Information Services (AIS) in large government, international organization or aviation industry. 
2. Experience at senior or supervisory level in development of ATC procedure and aeronautical charts. 
3. Senior level experience in organization and management of Aeronautical Information Service (AIS) in a civil authority, ATS provider, airport or an international organization. 
4. Experience in participating in the work of ISO and AIS automation. 
5. Thorough knowledge of ICAO Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS) relating to AIS, as well as Annexes 4, 14 and 15. 
6. Ability and experience in providing AIS training. 
7. Demonstrated ability to recognize key issues and analyse relevant information before making recommendations. 
8. Ability to write clearly and concisely detailed technical and specialized reports and to make verbal presentations. 
9. Develop clear goals that are consistent with agreed strategies. Identify priorities and adjust as required...

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
