ICAO Roster-Aviation English Proficiency Expert

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Conduct of flight crew and aviation personnel English proficiency testing/assessment.

Assist in recruitment of viable national candidates in various aviation disciplines.

Assist national staff in preparing plans and requirements for the establishment of an English language lab, and assist in its implementation.

Prepare job descriptions for English language teaching staff.

Develop capacity for English language teaching staff to assess skills based on the ICAO Language Proficiency Rating Scale.

Develop a system of record keeping for recording test results.

Provide on-the-job training to counterpart national staff, as well as conduct workshops and seminars for international staff in the field of English language proficiency assessment.

• Thorough command of the English language and proven ability in preparation of written reports. 
• At least ten years' experience teaching and evaluating English as a second language, preferably in an international aviation operational environment. 
• Knowledge of appropriate ICAO documents and thorough understanding of the ICAOlanguage proficiency requirements, in particular, the "Manual on the Implementation of the ICAO Language Proficiency Requirements – Doc 9835-AN/453" 
• Familiarity with various English proficiency rubrics. 
• Ability to develop and administer context sensitive testing content, metrics and methodologies.
• Ability to consistently determine, through both written and oral exams, examinees scores on the ICAO Language Proficiency Rating Scale and make recommendations to project staff based on those scores.

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
