ICAO Roster-Aviation Medicine Expert

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Under the direction of Director Technical Co-operation Bureau, ICAO and in close consultation with the Civil Aviation Authorities (CAA) counterparts:

Provide assistance to CAA for the establishment of appropriate procedures relating to the aeromedical examination process, including oversight of the competency of medical examiners, audit of medical examination reports and confidentiality of medical records. 

Provide assistance to the CAA Medical Assessor in the establishment of the Regulatory Aviation Medicine Procedures Manual for Medical Examination and Assessment Processes; the ICAO Manual of Civil Aviation Medicine, Doc 8984 (the third edition is currently published in draft form on the ICAO public website) may provide useful information.

Provide advice to the CAA Medical Assessor in the preparation of procedure and guidance materials for medical examiners; the ICAO Manual of Civil Aviation Medicine, Doc 8984 (as currently published in draft form on the ICAO public website) may provide useful information.

Evaluate the current methods employed in the administration of aviation medicine processes and make appropriate recommendations for their improvement, including process automation where desirable and feasible.

Prepare the draft Project Terminal Report.

• In-depth knowledge of ICAO SARPs and guidelines related to aviation medicine. 
• At least 9 years of experience in aviation medicine performing flight physical examinations and issuing aviation medical certificates to flight crews and other aviation personnel. Experience in use of Microsoft Office package. 
• Previous experience in drafting aviation medicine procedures, manuals or regulations is desirable. 
• Previous experience with a national civil aviation authority is desirable.

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
