ICAO Roster-Dangerous Goods Expert

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Conduct an in-depth desktop review of the national dangerous goods regulatory framework and regulations to determine their effectiveness and compliance with Annex 18 and the ICAO Technical Instructions.

Conduct an in-depth desktop review of the national dangerous goods handbook and determine the effectiveness of these policies and procedures to enable the government authority to meet its dangerous goods safety oversight responsibilities as required by Annex 18, Technical Instructions and related guidance material.

Provide a report on the findings of the review and recommendations to address any shortfalls identified.

Deliver training on dangerous goods transportation to civil aviation authority inspectors.

• A valid dangerous goods certification is required;
• At least 7 years management or supervisory experience within a civil aviation department, with responsibilities pertaining to implementation of rules, regulations, operating manuals and flight and ground procedures deemed necessary for flight safety, inspection and certification.
• Detailed knowledge of the broad field of international airline management and operations with extensive experience in the transport of and dealing with dangerous goods.
• Sound knowledge of ICAO Annex 18 and Doc 9284--Technical Instructions for the Safe Transport of Dangerous Goods by Air.
• Experience as a dangerous goods instructor.

• A good command of oral and written English.

• A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term). 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
