The Gender/GBVie Analyst will serve as the focal point for the coordination, implementation, monitoring, and reporting of gender equality and gender-based violence (GBV) prevention and response initiatives, with a primary focus on the UNFPA Mindanao Earthquake Response in coordination with the Humanitarian Team Leaders in Cotabato and the Country Office. The Gender/GBVie Analyst will support the roll-out of gender and GBVie-related programmes,track progress, and report on results, while advancing strategies such as policy advocacy, institutional capacity development, community engagement, and the integration of gender perspectives across development, humanitarian,
and peacebuilding (triple nexus) efforts.
The Gender/GBVie Analyst will also be responsible for ensuring that UNFPA interventions apply a human-rights-based and gender-transformative approach, promote gender equality, disability and social inclusion (GEDSI), and adhere to the principle of Leaving No One Behind (LNOB). The role includes providing technical guidance to government counterparts, implementing partners, and civil society organizations in designing and delivering interventions that are gender-responsive, culturally appropriate, and inclusive of marginalized and vulnerable groups, including women, girls, persons with disabilities, and indigenous communities. In fulfilling these responsibilities, the Gender/GBVie Analyst will work closely with government offices in Mindanao including local government units (LGUs), civil society organizations, women’s groups, and sister UN agencies (e.g., UN Women, UNICEF, UNHCR, and WFP), as well as bilateral and multilateral donors, to strengthen coordination and expand the reach of GBV prevention and response services.
The Gender/GBVie Analyst, in consultation with the UNFPA Cotabato Sub-Office Head, will represent UNFPA in relevant coordination mechanisms in key Mindanao provinces and at the regional level, ensuring that sexual and reproductive health (SRH), gender, GBV, and inclusion issues are consistently addressed in policies, programmes, and humanitarian response plans.
The technical and coordination work expected from the Gender Analyst shall be guided by the Philippine Disaster Risk Reduction Management National Plan, Philippine Development Plan (PDP) 2023–2028, the Magna Carta of Women, the Responsible Parenthood and Reproductive Health (RPRH) Law, the BARMM Government’s disaster resilience, gender and development (GAD) and social sector plans, and the UNFPA 9th Country Programme of Assistance to the Philippines 2024–2028.
● Provide technical assistance to UNFPA and implementing partners in the identification, planning, implementation, and monitoring of SRH/Gender/GBVie activities.
● Support UNFPA’s engagement with government offices and interagency mechanisms in the region (e.g., LGUs, DOH, DSWD, MSSD, BWC, BHRC, and others) to strengthen evidence-based local-level planning, budgeting, implementation, and monitoring of field-level SRH/Gender/GBVie prevention and response interventions.
● Technical oversight of the full-breadth implementation of the UNFPA Mindanao Earthquake early recovery project
●Facilitate the development and/or revision of results-based Annual Work Plans (AWPs) under the Mindanao earthquake programme.
● Conduct review and quality assurance of quarterly work plan progress reports, transaction lists, and FACE forms submitted by SRH/Gender/GBVie Mindanao IPs.
● Convene quarterly collegial reviews reviews with implementing partners to assess progress, share lessons, and address implementation Challenges.
● Organize convergence and harmonization meetings among Gender/GBV Mindanao IPs (e.g., those engaged in the DFAT-funded Resilient Livelihoods joint programme) to strengthen coherence and complementarity.
● Establish and/or reinvigorate relationships with key SRH and Gender/GBVie-related government counterparts (e.g., LGUs, BARMM Ministry of Social Services and Development, Bangsamoro Women’s Commission, Bangsamoro Human Rights Commission) and non-government stakeholders (e.g.,Bangsamoro Islamic Women Auxiliary Brigade).
● Forge collaborative relationships with executing agencies, technical experts, government partners, and other UN agencies to ensure the timely and efficient delivery of project inputs and outcomes.
● Contribute to the Country Office’s resource mobilization strategy for advancing the Three Zeroes Plus agenda in Mindanao, ensuring that a gender perspective is systematically mainstreamed across all proposals, regardless of thematic focus.

~1 min readAdvanced University Degree in a field of study relevant to UNFPA’s mandate, such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law or other related fields OR A first-level university degree (Bachelor) in combination with at least two (2)
additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Fluency in English and Filipino languages. Working knowledge of local/Mindanao languages is desirable.
