International Consultant: Sexual and Reproductive Health (SRH) Specialist for Disaster Risk Reduction (DRR), Climate Change, and Anticipatory Action (AA) [Remote]

The consultant will lead key initiatives, including the completion of country-specific Sendai GAP one-pagers for 8 countries, co-designing a regional Community of Practice for SRH, and producing a manuscript on regional coordination. Additionally, the role provides technical support for Cash and Voucher Assistance (CVA) training with Fiji National University, ongoing MRA validations in Fiji, Tonga, and Vanuatu, and the development of SOPs for MISP implementation in Kiribati, Solomon Islands, and Vanuatu. The position also involves advocacy, stakeholder engagement, and resource mobilization through the development of project proposals and concept notes to advance the SRHiE agenda in the Pacific.

The Consultant reports to the Humanitarian Specialist as the primary supervisor for day-to-day work and point of escalation for strategic decisions, with the Director to review the final outputs.

The contract is for a part-time consultancy of a total of 49 days in total commencing on the date of the signed contract.

The consultant will work remotely. There are no travel expectations for the consultant unless deemed necessary

UNFPA Pacific is seeking the professional services of an individual consultant at P3 level to advance the integration of Sexual and Reproductive Health (SRH), including health sector response to Gender Based Violence (GBV), into Disaster Risk Reduction (DRR), Climate Change, and Anticipatory Action (AA) frameworks for the Pacific region

The Pacific remains acutely vulnerable to climate- and disaster-related shocks. This constrained preparedness landscape has profound implications for SRH and GBV service continuity and GBV risk mitigation. Reduced readiness, particularly for SRH and GBV services, heightens vulnerability for an estimated 2.6 million people living in hazard-prone areas across the Pacific, with disproportionate impacts on women, adolescent girls, and persons with disabilities who already face barriers to accessing essential, life-saving care. UNFPA Pacific implements its 8th Multi-Country Programme, and one core output of it is humanitarian action and climate resilience.

• Complete drafts of eight 1-pager Sendai GAP for Niue, Tokelau, Tuvalu, Cook Islands, FSM, Kiribati, Nauru and RMI, and update the Sendai GAP regional status. This will ensure all 14 countries' 1-pagers are produced to support the development of the new UNSDCF and UNFPA’s MCPD 09. 
•  Co-design the Community of Practice for SRH in the Pacific, and produce a max of 10-pager manuscript for the need for regional coordination for SRH, aligning with recommendations from Global Health Cluster.
• Support packaging the Cash and Voucher Assistance Training with Fiji National University to ensure its sustainability and a global launch in 2027. 
• Provide desk review and support for the ongoing validations for MRA in Fiji, Tonga and Vanuatu. 
• Provide technical support on writing and facilitating the development of SOPs for MISP implementation, including for Kiribati, Solomon Islands and Vanuatu. 
• Support on writing project proposals and concept notes to advance agenda on SRHiE in the Pacific.

Advanced degree [Master's] in social sciences, gender studies, public health, research, or a related field

• At least 5 years of relevant experience, including recent field experience working with GBV/SRHR/Climate Change programming, specifically in remote and low-resource settings and/or humanitarian settings, is a must. 
• Strong understanding of the Sendai Framework, Gender Action Plan, and gender-focused DRR approaches 
• Familiarity with UNFPA’s GBV and SRHR work in humanitarian contexts is a considerable advantage 
•  Previous experience leading or conducting assessments (survey/interview tool design, data collection and analysis, visualization and/or reporting) is an asset. 
• Demonstrated experience in conducting field consultations, data collection, and developing guidance documents or toolkits. Experience developing policy advocates for the 2030 agenda or within the Pacific. 
• Strong analytical and writing skills. 
• Excellent planning and organizational skills - Excellent interpersonal skills with good communication including oral and written. 
• Good research and analytical skills with data management skills.

Fluent in English, other language skills are a plus
