The Logistics Consultant will provide strategic and operational logistics support to the Chief Technical Project (CTP) for the implementation of the Second General Population and Housing Census (RGPH2) within the Western Cluster.

The consultant will coordinate all logistics activities within the assigned cluster, ensuring the efficient planning, deployment, storage, transportation, distribution and recovery of census equipment across the provinces covered by the cluster.

He/She will also contribute to strengthening coordination between the Bureau Central du Recensement (BCR), the Institut National de la Statistique (INS), provincial authorities and logistics partners.

The consultant will contribute to the establishment of a decentralized logistics coordination model capable of supporting the implementation of the RGPH2 across the Western Cluster while ensuring close alignment with the national logistics strategy. Au 
 


 

1. Cluster Logistics Coordination

  • Coordinate all logistics activities within the Western Cluster.
  • Support implementation of the national logistics strategy.
  • Ensure alignment between provincial logistics operations and national planning.
  • Advise the Cluster Chief Technical Project (CTP) on logistics matters.

2. Logistics Planning

  • Prepare cluster logistics implementation plans.
  • Support logistics budgeting.
  • Coordinate deployment schedules.
  • Participate in contingency planning.

3. Warehousing and Inventory Management

  • Supervise provincial logistics hubs.
  • Monitor warehouse performance.
  • Ensure compliance with inventory procedures.
  • Supervise stock reconciliation.
  • Monitor equipment accountability.

4. Distribution and Transport

  • Coordinate transportation plans.
  • Supervise last-mile distribution.
  • Monitor delivery performance.
  • Support transport optimization.
  • Coordinate return logistics after field operations.

5. Provincial Coordination

  • Coordinate with Provincial Directors of INS.
  • Coordinate with Provincial Logistics Focal Points.
  • Coordinate with Provincial Authorities.
  • Support provincial logistics meetings.

6. Partner Coordination

  • Coordinate with logistics partners.
  • Engage transport providers.
  • Coordinate with humanitarian logistics actors when required.
  • Support partnership development.

7. Risk Management

  • Identify logistics risks.
  • Monitor implementation risks.
  • Propose mitigation measures.
  • Support emergency response planning.

8. Capacity Building

  • Support logistics training.
  • Coach provincial logistics teams.
  • Strengthen logistics capacities.
  • Promote standardized logistics procedures.

9. Reporting

  • Produce regular cluster logistics reports.
  • Monitor KPIs.
  • Consolidate provincial information.
  • Report operational challenges.

10. Other duties

  • Perform any additional logistics tasks assigned by the National Logistics Specialist.

 

11 months Full-time.

 

Lubumbashi, Democratic Republic of the Congo. Frequent travel throughout the Western Cluster.

Requirements

Extensive travel throughout the Western Cluster.
Travel to provincial logistics hubs, warehouses, training sites and operational areas.
 

Advanced university degree (Master's preferred) in: Logistics, Supply Chain Management, Operations Management, Business Administration, Related discipline.
 

Experience in: Supply Chain Management, Humanitarian Logistics, Warehouse Management, Transport Management, Large-scale operational deployments and National logistics coordination.

Previous experience with:UN Agencies, Census operations, Emergency logistics, Multi-site logistics operations would be a strong asset.

The consultant will play a key role in ensuring the successful implementation of logistics operations for the RGPH2 within the Western Cluster while contributing to the harmonization of logistics practices across the country.
