reproductive health services.
In addressing these goals, the "Towards Universal SRHR in the Indo-Pacific" (TUSIP) Project aims to shift community ecosystems to protect young people from Child,
Early, and Forced Marriage and Unions (CEFMU) while promoting Adolescent Sexual and Reproductive Health and Rights (ASRHR). Because deep-rooted social norms
typically require sustained intervention to transform, community-led initiatives are vital.
Youth Peer Educators (YPEs) serve as critical agents of change, empowered to lead peer-to-peer interventions and guide their networks away from harmful norms.
Concurrently, Adult Support Groups (ASGs)—comprising parents and community leaders—are necessary to create a protective, enabling environment that supports
these youth.
Evidence from the TUSIP pilot implementation in Barangay Bunuanan, Catbalogan City, highlights the profound impact of this two-pronged approach. Pre- and
post-intervention assessments demonstrated that YPEs' correct understanding and definition of CEFMU surged from 33% to 89%. Similarly, ASG members saw their
average competency scores in community facilitation, positive parenting, and prevention advocacy increase from 60% to 88%. To sustain and expand these
foundational gains, the engagement of an Individual Consultant is necessary to finalize the training modules and lead the expansion of these efforts.
Responsibilities
~1 min readUnder the technical guidance of UNFPA, the Consultant will undertake the following:
A. Inception and Planning
● Conduct initial consultations with UNFPA and relevant partners to define the workplan, training framework, module enhancement strategies, and implementation plan.
- The first payment of 30% will be made upon receipt and acceptance of the first deliverable as per the table of deliverables (electronically);
- The second payment of 20% will be made upon receipt and acceptance of the second deliverables as per the table of deliverables (electronically);
- The third payment of 30% will be made upon receipt and acceptance of the third deliverable as per the table of deliverables (electronically);
- The remaining 20% will be made upon approval and acceptance of the fourth and final deliverable as per the table of deliverables (electronically).
A detailed project timeline, including specific deliverables and their associated deadlines, will be mutually agreed upon by the consultant and UNFPA. This timeline
will be outlined in an inception report to be submitted by the consultant at the commencement of the engagement.
UNFPA will cover the transportation and meal expenses for participants attending the in-person Training of Trainers (ToT) for Youth Peer Educators (YPEs) and Adult
Support Groups (ASGs).
All in-person activities, trainings, and field deployments for this consultancy will take place exclusively in Catbalogan City, Samar.
Note: As the consultant is required to be based in Catbalogan City, all local travel, transportation, and fieldwork-related expenses within the city shall be borne by the
consultant. Should official project activities require the consultant to travel outside of Catbalogan City, UNFPA will cover those specific travel-related costs for the
consultant (one person only)—including airfare, land transportation, and daily subsistence allowance—in addition to the professional fee. Any travel or logistical
costs for additional personnel engaged by the consultant shall remain the sole responsibility of the consultant.
The UNFPA Gender/GBV Programme Team will monitor the progress of all deliverables and the entire consultancy.
All draft deliverables shall be subject to technical review by the UNFPA Gender/GBV Team. The Consultant shall revise the deliverables based on consolidated comments
and submit final versions for review and acceptance. Final deliverables shall only be deemed complete upon written approval by UNFPA.
The project will be under the overall management and day-to-day technical backstopping of the UNFPA Gender/GBV Team. The consultant is expected to work
closely with the team to ensure quality checks and alignment with program goals. All activities are based and to be conducted in Catbalogan City.

UNFPA will manage the logistical requirements for the activities outlined in this TOR, including arrangements for the venue, accommodations (as necessary), and meals.
UNFPA will also provide relevant reports, databases, research materials, and other key documents to support the implementation of the project.
