Under the overall supervision of the Women’s Peace and Humanitarian Fund Programme Manager, and with technical guidance from the Operations Manager, the Programme Finance Associate reviews partners' documents and advises on expenditure eligibility for processing liquidations.

The Programme Finance Associate collaborates with the Program and Operations Team as well to ensure timely liquidations and partner advance disbursements, thoroughly reviewing transactions and supporting documents for eligibility in close contact with civil society organizations/responsible parties (RP).

Scope of Work:

1- Administer and monitor Women’s Peace and Humanitarian Fund Budget in full compliance of UN Women rules, regulations, policies, and recording and reporting systems:

  • Track the appropriate and timely use of WPHF budget based on project end dates and RP agreements using appropriate monitoring tools;   
  • Compile information on financial status for WPHF team updates based on team’s and/or management requests; 
  • Provide inputs and take necessary actions to facilitate timely financial project closure;  
  • Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds;   
  • Monitor regularly WPHF transactions posted to projects ensuring actual expenditure has been recorded against correct budget category and activity, take timely corrective actions as required; 
  • Provide assistance in Annual Work Plan entry in Results Management System (RMS) as required.

2- Monitor and ensure quality assurance of Women’s Peace and Humanitarian Fund Responsible Parties’ (RP) financial management

  • Review RPs’ financial documents to conduct the Risk-Based Capacity Assessments on PGAMS;
  • Support RPs to prepare project budgets and instalment schedules;
  • Review and provide corrections on RPs’ advance requests, liquidation reports, General Ledger journal entries, and financial supporting documents;
  • Follow up on timely financial reporting on advances with RPs; 
  • Create and monitor relevant Invoices to RPs;
  • Ensure budget utilization in line with partner agreement end dates. 

3-Support on financial donor reporting:

  • Compile Women’s Peace and Humanitarian Fund budget utilization and delivery rates to support financial donor reporting on a regular and timely basis;
  • Ensure budget utilization in line with donor agreement end dates.

4- Facilitate knowledge building and knowledge sharing:

  • Conduct training and capacity building events and activities for programme team and civil society partners; 
  • Collect and compile lessons learned and best practices in financial management and services. Disseminate to clients and stakeholders as appropriate to build capacity and knowledge.

5-The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

FUNCTIONAL COMPETENCIES:

  • Strong knowledge of financial rules and regulations and accounting principles;  
  • Strong knowledge and application skills of IT tools and understanding of management systems;   
  • Strong knowledge of spreadsheet and database packages; 
  • Ability to review local implementing partners’ financial documents, including advance requests and liquidation reports; 
  • Ability to administer and execute financial and accounting processes and transactions.

Minimum Qualifications;

Education and Certification:

  • Completion of secondary education is required. 
  • Bachelor's degree in finance or accounting is desirable. 
  • Specialized national or international certification in accounting and finance is an asset.

Experience:

  • At least 6 years of progressively responsible experience in finance is required. 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. 
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable. 
  • Experience on reviewing local implementing partners’ financial documents, including advance requests and liquidation reports
  • Successful completion of UN Women Accounting and Finance Test is required as part of the selection process.

Languages:

  • Fluency in English is required.
  • Fluency in Arabic is required.
