The Regional Programme Management Support Unit (RPMSU) at the UNDP Bangkok Regional Hub (BRH) plays a central role in supporting the effective management, oversight, quality assurance, compliance, and performance monitoring of the Regional Programme (RP) and Regional Projects throughout the project lifecycle. RPMSU works closely with programme and project teams to ensure that regional initiatives are designed, implemented, monitored, and reported in accordance with UNDP Programme and Project Management (PPM) standards and corporate compliance requirement while promoting high-quality programme implementation and results delivery.
As BRH enters the implementation phase of the Regional Programme 2026–2029, there is an increasing need to strengthen evidence-based management, portfolio oversight, and proactive performance monitoring. At the same time, corporate requirements related to project transparency, data quality, risk management, quality assurance, results reporting, and audit readiness continue to expand, requiring greater consistency and accuracy in project data management and programme monitoring practices.
In responding to these needs, PMSU has led a series of initiatives under the Project Managers Peer Learning Network and the Regional Programme Digitalization and Automation Initiative to strengthen project management practices, improve access to programme management knowledge, and modernize RP monitoring systems. A key milestone of these efforts has been the development of the Regional Programme Performance Dashboard, which provides an integrated platform for monitoring regional programme delivery, pipeline management, portfolio performance, and management analytics through automated data integration and visualization tools.
To ensure sustainability and continuous improvement of these digital solutions, PMSU seeks a Regional Programme and Data Management Associate to support dashboard management, project data quality, transparency compliance, programme and project quality assurance, and regional project risk monitoring. The incumbent will work closely with Regional Project Managers and Programme Teams to strengthen Programme and Project Management and data management practices in corporate systems. The position will also support PMSU Programme Specialists in conducting RP compliance monitoring, programme and project quality assurance reviews, risk management exercises, and annual results reporting.
Responsibilities
~1 min readThe Regional Programme and Data Management Associate will work under the direct supervision of the Regional Programme Management Specialist. On the day-to-day basis, the incumbent will work closely with RBM Specialist and PA Coordinator as well as regional project team members and relevant Project Assistants / Associates to strengthen compliance with Programme and Project Management (PPM) requirements, improve data quality and transparency, support portfolio-level risk and quality reviews, and continuously enhance the effectiveness of the Regional Programme Performance Platform (RP³) as a management and decision-support tool.
Under the direct supervision of the Regional Programme Management Specialist, the Regional Programme and Data Management Associate will support PMSU in strengthening Regional Programme performance monitoring, project quality assurance, compliance oversight, and digitalization initiatives through the management of the Regional Programme Performance Dashboard and related data management systems.
The incumbent will perform the following functions:
- Serve as the focal point for the day-to-day management and maintenance of the Regional Programme Performance Dashboard;
- Monitor dashboard functionality, data synchronization, accessibility, and user experience to ensure reliable and timely performance reporting;
- Coordinate with ICT teams, data warehouse focal points, dashboard developers, and corporate system administrators to troubleshoot technical issues and improve dashboard functionality;
- Monitor project compliance with mandatory project setup and data management requirements reflected in the corporate Transparency Dashboard;
- Conduct periodic testing, validation, and quality reviews of dashboard data and analytics;
- Develop a set of data management guidelines (data governance) for both physical and electronic data including protocols for data entry, storage, security, and sharing, among others, to ensure data integrity and security;
- Develop a Data Quality Assessment (DQA) plan that sets the standards for data accuracy, consistency, and completeness—setting benchmarks and criteria for evaluating the quality of data;
- Develop data and digital products including, but not limited to, collection tools, dashboards, and reports, that are critical for accountability, transparency, and learning.
- Support RPMSU in monitoring compliance with UNDP Programme and Project Management (PPM) standards and procedures across the Regional Programme and Projects (RPs);
- Conduct regular RP compliance reviews and identify emerging compliance risks and implementation challenges;
- Monitor and track high-quality completion of project setup in Quantum in responding to PPM standards and corporate requirements;
- Support PMSU Programme Specialists in conducting programme and project quality assurance exercises throughout the project lifecycle;
- Review project management documentation and provide recommendations to improve compliance, project design quality, implementation effectiveness, and results reporting;
- Support PMSU in strengthening regional project risk management practices;
- Monitor regional projects risk treatments using the Regional Programme Risk Dashboard and other corporate systems;
- Conduct periodic reviews of regional project risk logs to assess quality, completeness and updated risk treatment measures.
- Support the management and improvement of digital technology solutions, including POCOMAS and relevant web- based project results management platforms, to enhance scalability and sustainability in line with UNDP digital standards;
- Support the regional programme and project evaluations and results monitoring as assigned;
- Provide administrative support to assigned projects and GPN thematic areas by maintaining internal expenditure systems, reviewing technical reports and payments for quality assurance, coordinating follow-up with relevant units, and ensuring timely corrective actions;
- Make preparations for external and internal programme / project audits, and support implementation of audit recommendations.
- Provide day-to-day guidance and capacity-building support to regional project teams on:
- Use of the Regional Programme Performance Dashboard
- Transparency Dashboard requirements
- Project data quality management
- Programme and Project Management standards
- Risk management practices
- Quality assurance requirements
- Develop guidance notes, SOPs, FAQs, job aids, and training materials related to project compliance, data quality, risk management, and performance monitoring.
- Support PMSU learning initiatives, including the Project Managers Peer Learning Network and Digitalization and Automation Community of Practice;
- Document lessons learned and good practices from dashboard implementation, programme monitoring, compliance reviews, and quality assurance exercises.

Requirements
~1 min read- Secondary education is required. OR,
- A first-level university degree (bachelor’s degree) in Business, Public Administration, Law, Economics, Finance, Accounting, Political Science, International development, International Relations and Social Sciences or a relevant related field will be given due consideration but not a requirement.
- Minimum 7 years (with secondary education), or 4 years (with Bachelor’s degree) of experience in project management, administration and financial management or closely related field is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.), database packages, and web-based management system such as ERP is required;
- Proven experiences in project management, knowledge-sharing and/or capacity building sessions particularly in the areas related data management and compliance assurance is required.
- Experience in implementation support to development projects;
- Good knowledge of UNDP’s policies, procedures and practice including familiarity of ERP e.g. Quantum and Quantum+;
- Experience working with international organizations.
- Fluency in English and Thai is required.
