UNFPA is currently implementing programs focused on Sexual and Reproductive Health and Rights, prevention and response to Gender-Based Violence, Mental Health and Psychosocial Support and Adolescents and Youth Development and Rights. The mainstreaming of Disability Inclusion and Gender Equality and Women’s Empowerment are central elements in the delivery of our programme in Myanmar. The viability of UNFPA work in Myanmar -and elsewhere- requires building and maintaining partnerships that guarantee the requisite funding for its activities, advocacy for its mandate, and the operational space for their delivery and implementation, among others.

UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies.

In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards and who will defend them courageously and with full conviction.

UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results.

The purpose of this consultancy is to lead UNFPA Myanmar’s efforts across two primary pillars: (1) Strategic Partnerships, Resource Mobilization, and Strategic Advocacy, and (2) Private Sector Engagement (PSE).

Operating in a complex and volatile environment, UNFPA requires a specialized consultant to maintain, expand, and operationalize a robust Resource Mobilization Strategy while establishing a formalized, risk-informed, and conflict-sensitive Private Sector Engagement framework. The overarching objective is to secure multi-year sustainable funding, position UNFPA strategically within the humanitarian-development ecosystem, and move private sector engagement from theoretical mapping to fully operational, compliant, and scalable partnerships.

The consultant will be responsible for the following core objectives:

  1. Resource Mobilization & Pipeline Tracking: Formulate, update, and operationalize the Country Office Resource Mobilization Strategy, tracking funding pipelines, evaluating emerging financing windows, and drafting high-quality donor proposals and concept notes.
  2. Donor Intelligence & Strategic Positioning: Develop donor briefs, support agreement negotiations, and position UNFPA within inter-agency networks (UNCT/HCT) while producing strategic advocacy assets and hosting donor missions.
  3. Private Sector Engagement (PSE) Strategy & Pilots: Finalize a conflict-sensitive, sanction-compliant PSE Strategy with tailored due diligence protocols, while overseeing 1–2 low-risk pilot partnerships to refine operations.
  4. Pipeline Expansion & Operational Handover: Expand partnership mapping across key business sectors (telecom, logistics, MSMEs) and establishing Standard Operating Procedures (SOPs) and reporting systems for long-term institutional continuity.
  • Strategy Formulation & Review: Formulate, update, and operationalize the UNFPA Myanmar Country Office Resource Mobilization Strategy in close collaboration with thematic leads (Humanitarian, SRHR, GBV, MHPSS, Youth). Establish systematic pipeline tracking mechanisms to monitor funding gaps, co-financing opportunities, and multi-year donor contributions.
  • Financing Window Analysis: Continuously monitor international and regional funding trends, emergency relief funds, pooled funds (e.g., CERF, MPTFs), thematic funds, and non-traditional development financing mechanisms. Evaluate new funding windows for context feasibility, alignment with Country Office outcomes, and financial sustainability.
  • Proposal & Concept Note Facilitation: Coordinate the preparation and writing of high-quality funding proposals, concept notes, thematic pitching documents, and programmatic briefs targeting bilateral, multilateral, and non-traditional donors.
  • Donor Intelligence & Mapping: Research and analyze key traditional donors (e.g., EU, USAID, FCDO, Japan, Nordic countries, Australia) and emerging bilateral/multilateral partners operating in or funding Myanmar. Assess donor priorities, funding cycles, risk appetites, policy shifts, and perceptions of UNFPA.
  • Strategic Donor Profiles & Briefings: Develop, regularly update, and maintain comprehensive Donor Intelligence Briefs for priority partners. Outline tailored strategic positioning recommendations for the Representative to maximize engagement, cost-sharing, and long-term funding streams.
  • Agreement Negotiation & Compliance Oversight: Support management in negotiating cost-sharing agreements, contribution agreements, and MoUs. Ensure strict compliance with donor-specific reporting rules, visibility mandates, legal provisions, and operational guidelines.
  • Advocacy Content & Messaging: In collaboration with the Communications Team, produce high-impact advocacy assets, executive summaries, strategic policy briefs, and public information materials highlighting UNFPA’s comparative advantage in SRHR, GBV, and humanitarian response in Myanmar.
  • UN System & Inter-Agency Positioning: Position UNFPA strategically within the UN Country Team (UNCT), Humanitarian Country Team (HCT), joint programming initiatives, and inter-agency working groups. Identify collaborative funding, joint advocacy, and co-implemented programming opportunities across UN partner agencies.
  • Donor & Partner Field/Joint Missions: Plan, coordinate, and execute donor engagement missions, joint formulation missions, and briefing sessions to showcase program results and maintain strong visibility.
  • Donor Reporting Coordination: Establish standardized systems and quality assurance protocols for timely, results-based, and evidence-driven donor reporting. Coordinating with program leads to ensure narrative and financial reports reflect Results-Based Management (RBM) standards.
  • Capacity Building & Knowledge Sharing: Design and deliver internal orientation and training sessions for Country Office staff (program and operations teams) on donor intelligence, partnership management, proposal writing standards, and resource mobilization procedures

  • Finalization & Risk Architecture: Consolidate initial mapping inputs and due diligence findings into a finalized, fully operational PSE Strategy, incorporating context-specific "Red Lines", tiered screening protocols, and sanction-compliant risk mitigation tailored to Myanmar's operating environment.
  • Pilot Implementation & Refinement: Directly oversee, track, and evaluate the pilot partnerships and identify operational friction points, assess internal readiness, and refine the strategy for full Country Office adoption.
  • Pipeline Expansion & Institutional Handover: Expand partnership mapping across key sectors (e.g., telecommunications, logistics, MSMEs, impact investors) to drive shared-value initiatives in SRHR, GBV prevention, and supply chain resilience, establishing standard operating procedures (SOPs) to ensure long-term CO operational continuity

The consultant reports directly to the UNFPA Myanmar Representative, coordinating closely with the Deputy Representative and the working groups/partners.

The consultant will work remotely and/or at the office in Yangon and may use desk space at the UNFPA Country Office as required. No travel is anticipated under this consultancy.
