Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced IT professional to serve as an Oracle Fusion Techno-Functional Analyst to provide hands-on functional and technical application support for the agency’s Oracle Fusion Cloud ERP and Enterprise Performance Management (EPM) applications. This position troubleshoots financial and procurement transactions, supports EPM Planning and Budgeting, administers user access and application security, develops and maintains reports, and implements application configurations and enhancements. This position supports testing and quarterly updates, resolves production issues, and partners with the Oracle Fusion Product Manager, fiscal stakeholders, and technical teams to improve business processes and maintain reliable agency operations.

Minimum Qualifications

• Experience providing functional or techno-functional support for Oracle Fusion Cloud financial applications or comparable enterprise financial applications, including analyzing business processes, resolving functional issues, and supporting business users.
• Experience troubleshooting application errors, transaction failures, workflow and approval issues, user access problems, and production support incidents within enterprise business applications.
• Experience supporting financial, procurement, budgeting, accounting, or related enterprise business processes and translating business needs into application support or configuration solutions.
• Experience supporting application enhancements through requirements analysis, functional solution design, application configuration, testing, deployment, and post-production validation.
• Experience supporting enterprise application reporting, documenting functional processes and solutions, and providing end-user guidance and support.
• Ability to work directly with business stakeholders and technical teams to analyze business-process issues, coordinate resolution, validate solutions, and communicate technical issues in understandable business terms.
• Experience supporting financial applications that interface with external financial systems, including investigating application or data issues and coordinating resolution with technical resources.

Additional Considerations

• Hands-on functional support experience with Oracle Fusion Cloud ERP Financials, including General Ledger (GL), Accounts Payable (AP), and Accounts Receivable (AR).
• Hands-on functional experience troubleshooting Oracle Fusion Procurement and procure-to-pay transactions, including requisitions, purchase orders, approvals, receiving, and supplier-related transactions.
• Experience supporting Oracle Enterprise Performance Management (EPM) Cloud, particularly Planning, budgeting, forecasting, workforce planning, business rules, forms, reports, and dashboards.
• Experience configuring and troubleshooting Oracle Fusion Cloud workflows, approval rules, application settings, and other standard functional capabilities.
• Experience creating, maintaining, or troubleshooting Oracle Transactional Business Intelligence (OTBI) and BI Publisher reports and analytics.
• Experience administering Oracle Fusion Cloud user provisioning, application roles, security, and access controls.
• Experience leading or performing functional testing, including System Integration Testing (SIT), User Acceptance Testing (UAT), regression testing, and validation of business processes.
• Experience evaluating Oracle quarterly updates and assessing their impact on financial, procurement, budgeting, or other business processes.
• Experience supporting integrations between Oracle Fusion Cloud and external financial systems, including functional analysis of interface errors and data discrepancies.
• Experience supporting governmental financial systems, public-sector accounting, budgeting, procurement, or grants management.
