CONSULTANCY - ERP/Data Warehouse Reporting Requirements Consultant - SSA_2026_CMS 1
Quick Summary
Document issues with current Quantum reports and requirements for enhancing them or replacing them with reports in Quantum or the WMO Corporate Data Warehouse.
During the implementation of Quantum (an Oracle Cloud-based ERP system), a number of end-user-focused reports were developed and put into production. These reports provide end users with relevant information on financial transactions for regular and extrabudgetary purposes and support certain operational analyses. The reports have been expanded and improved since Quantum went live at the beginning of 2025. However, reporting challenges remain, and additional factors have emerged, including:
- Performance issues with the reports and their underlying structure have reduced usability and affected the user experience.
- A Data Warehouse project intended to significantly improve reporting capabilities has been approved and is being implemented.
- The Internal Oversight Office (IOO) completed a post-implementation review of Quantum, which found that users were not fully satisfied with the available reports.
The consultancy is therefore required to gather and document end-user reporting requirements in a structured manner. This process will:
- Document issues with current Quantum reports and requirements for enhancing them or replacing them with reports in Quantum or the WMO Corporate Data Warehouse.
- Provide the Data Warehouse project with a clear understanding of reporting needs for future releases (e.g. end-user-focused reports), recognizing that the project’s current scope and deliverables are already defined.
- Address specific recommendations of the IOO report.
- Engage the end-user community in defining its reporting needs and preferred ways of accessing and using reports.
1. A summary of the current situation (AS-IS), based on a review of existing reports, survey results and other available documentation.
2. Identification of key end-user experience requirements (e.g. visualization, reporting requirements, selection criteria, download options, run-time and performance expectations, and real-time data availability).
3. Identification of improvements to current reports (e.g. layout, response times, report organization and selection, data aggregation and disaggregation, and terminology).
4. Identification of additional reporting needs (e.g. dashboards and reports incorporating additional data).
5. A preliminary gap analysis comparing the current situation (AS-IS) with the desired situation (TO-BE) and identifying the underlying causes of each gap (e.g. training needs, previously unidentified requirements, report design, business process limitations or data availability constraints).
6. An initial prioritization of the identified gaps to inform report development.
7. Mock-ups of high- and medium-priority reporting improvements, for validation with the relevant user group.
8. A document summarizing the deliverables above.
