Position Summary:
The Senior Regulatory Quality Program Manager is responsible for ensuring the organization complies with regulatory requirements through quality performance measurement, data integrity, and EHR-enabled reporting programs. This position will support enterprise regulatory quality programs, including development and implementation of EHR-aligned workflows, data capture processes, and performance measurement frameworks. Responsible for staying up to date with federal and state regulatory requirements and translating requirements into quality measure specifications, reporting logic, and data capture workflows within the EHR and analytics platforms. This position provides the connection between healthcare clinical federal and state regulatory programs, EHR systems, data structures, and regulatory quality performance outcomes.
The Senior Regulatory Quality Program Manager is responsible for leading and coordinating enterprise-level programs that support regulatory compliance, quality performance reporting, regulatory measurement, and EHR-enabled compliance programs across City of Hope. This role operates in close partnership with executive leadership to support enterprise-wide regulatory strategy, program execution, and performance oversight.
As a successful candidate, you will:
Regulatory Quality Metrics, Data, and Program Execution:
Serves as a subject matter expert in healthcare regulatory programs, including CMS quality reporting and interoperability requirements, with a primary focus on quality performance measurement and data integrity. Monitors evolving federal and state regulatory requirements and translates these into regulatory measure specifications, reporting logic, and EHR-aligned data capture workflows.
Coordinates the planning, implementation, and execution of regulatory programs (e.g., MIPS, eCQMs, registry-based submissions), ensuring accurate, timely, and compliant reporting. Evaluates the operational and financial impact of regulatory performance and supports optimization of data capture, documentation, and reporting processes.
Partners with Quality Analytics, Clinical Operations, and Information Technology teams to align EHR workflows, data structures, and report outputs with regulatory requirements. Provides guidance and education to stakeholders on measure definitions, documentation standards, and regulatory program expectations. Ensures measurable outcomes through consistent tracking of performance metrics, reporting deliverables, and program milestones.
Quality Performance Measurement, Validation, and Improvement:
Leads ongoing evaluation of regulatory quality measure performance, including data completeness, accuracy, and alignment between clinical workflows and reporting requirements. Validates measure logic, including numerator/denominator integrity, inclusion/exclusion criteria, and data mapping across EHR and reporting systems.
Analyzes complex performance data to identify gaps, variation, and opportunities for improvement, and recommends EHR build changes, workflow modifications, and documentation enhancements to improve measure performance and reporting accuracy.
Coordinates data collection and abstraction activities across assigned resources to support regulatory submissions, including prioritization of work, issue resolution, and alignment to measure specifications and timelines. Collaborates with clinical, operational, and analytics stakeholders to resolve discrepancies and ensure consistency in reported data.
Develops and maintains documentation of regulatory measure logic, data definitions, workflows, and reporting processes to support validation, auditability, and sustainable program execution. Supports clinical leadership in operationalizing regulatory quality programs and performance improvement initiatives aligned with organizational goals.
Follows established City of Hope and department policies, procedures, objectives, performance improvement, attendance, safety, environmental, and infection control guidelines, including adherence to the workplace code of Conduct and Compliance Plan.
Practices a high level of integrity and honesty in maintaining confidentiality.
Performs other related duties as assigned or requested.
Your qualifications should include:
Minimum Education:
Bachelor’s degree in healthcare, information systems, business or related field
Minimum Experience:
Seven years of relevant experience in healthcare regulatory programs, quality analytics, clinical informatics, or program management within a healthcare environment
Demonstrated experience working with regulatory quality reporting, EHR-based data capture, and cross-functional program coordination required
