Job Overview
The Program Manager Compliance will develop, implement and monitor a district-wide system to ensure the quality implementation of all Special Education, 504 Dyslexia services that is in compliance with all state, federal, and local requirements. The incumbent will recruit, hire, supervise and evaluate performance of the campus compliance staff (ARD/504 Facilitators). The Program Manager Compliance will collect and analyze data and create reports to assist in state and federal special education reporting requirements and ensure overall efficient and effective caseloads for compliance staff. The incumbent will also supervise the Program Specialist Compliance.
The Program Manager Compliance will develop, implement and monitor a district-wide system to ensure the quality implementation of all Special Education, 504 Dyslexia services that is in compliance with all state, federal, and local requirements. The incumbent will recruit, hire, supervise and evaluate performance of the campus compliance staff (ARD/504 Facilitators). The Program Manager Compliance will collect and analyze data and create reports to assist in state and federal special education reporting requirements and ensure overall efficient and effective caseloads for compliance staff. The incumbent will also supervise the Program Specialist Compliance.
Responsibilities
~4 min read- →Design, monitor and implement a district-wide system to ensure the quality implementation of all Special Education and 504 services that is in compliance with all state, federal and local requirements
- →Develop, implement, and monitor a system to collect and analyze data and create reports to assist in state and federal Special Education reporting requirements and ensure overall efficient and effective caseloads for campus compliance staff
- →Analyze caseload of campus compliance facilitators to ensure efficient and effective service delivery model
- →Lead, supervise and evaluate campus compliance staff (CCC and/or ARD/504 Facilitator)
- →Collaborate with appropriate personnel and department overseeing and implementing 504 Dyslexia services
- →Consult and collaborate with district staff and parents regarding campus special education and/or 504 compliance issues
- → Attend and facilitate Admission, Review, Dismissal (ARD) and 504 meetings to provide guidance to the campus staff, parents and students
- →Assist in the hiring of Special Education and CCC/ARD/504 Facilitator
- →Oversee Program Specialist, Compliance
- →Promote the District's vision of implementing inclusive services, including utilizing evidence-based supports to maintain students in their least restrictive environments and utilize high-quality instruction and monitor the students' outcomes in an effort to support a transition to a lesser restrictive environment as appropriate when students are served in Special Education settings
- →Support the District and Department goals
- →Perform other duties as assigned
- →Develop training and staff development program to improve the implementation of effective systems on campus with regard to Special Education and 504 Dyslexia services
- →Serve as a resource to administrators in the implementation of Special Education services
- →Remain current on best practices, Special Education law, policies and procedures
- →Supervise one or more employees at a time
- →Conduct performance appraisals of assigned staff
- →Address complaints and resolve problems in a timely manner
- →Assist in the process of recruiting, screening, interviewing, hiring and training employees
- →Plan, assign and direct work for the Student Support Services department
- →Reward employees and initiate personnel actions including documentation and termination under the guidance of Human Resources

- →Master's Degree
- →Valid Special Education Certification preferred or other special education licensure such as LSSP, SLP, Diagnostician
- →Minimum of 5 years experience providing support/services related to Special Education/504 and compliance
- →Minimum of 2 years experience in a Special Education leadership/supervisory position at district level
- →Proficiency in Microsoft Office including Excel, Word, PowerPoint and Outlook
- →Demonstrated knowledge of best practices related to the implementation of district initiatives
- →Demonstrated knowledge of Special Education law, policies and procedures
- →Excellent communication and interpersonal skills, both orally and in writing

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.
