We are looking for a Program Specialist to work in the Foreign Labor Certification department. This position is located at 1117 Trinity St, Austin TX 78701.

WHAT YOU WILL DO:
Performs complex (journey-level) consultative services and technical assistance work. Work involves planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:
- Perform consultative and technical work with employers requiring highly specialized knowledge in the planning, development, and implementation of Foreign Labor Certification.  
- Provide consultative and technical services to program staff, other governmental agencies, Workforce Board Areas, program customers, and the general public.  
- Read and interpret Department of Labor (DOL) federal regulations to determine compliance with regulations, policies, and procedures to conduct review and processing of DOL forms for recruitment under the temporary foreign labor certification program.  Work includes developing job postings in an electronic system.  
- Provide technical assistance on program services and training to local workforce centers and Board areas by telephone or during site visit(s).  
- May represent TWC or program at meetings, conferences, hearings, and other related functions including making oral presentation regarding program.
- Provide technical assistance on housing inspection regulations to the workforce system.
- Receive complaints regarding employer's failure to comply with required federal regulations. 
- Coordinate the resolution of complaints.
- Assist in the preparation of required monthly, quarterly, and yearly performance reports.
- Assist in training new FLC staff.
- May act as backup for program supervisor for policy and program inquiries.

YOU QUALIFY WITH:
- One year and six months of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Six months of full-time in-service TWC experience classified as a Program Specialist II or Program Supervisor II with regular status will satisfy the minimum qualifications.

- farm work, agricultural work, herding, and an understanding of migrant seasonal farmworkers.
- Skill in operating computers and software such as Microsoft Excel, Word, and Outlook

- implement new administrative systems and procedures and to evaluate their effectiveness; 
- interpret rules, regulations, policies, and procedures; 
- provide guidance to others; and
- employ research and program management processes and techniques.
