The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

The Program Manager is responsible for the successful delivery, operational health, and customer relationship management of a complex federal digital services program. Working closely with delivery, technical, and company leadership, you will oversee program strategy and execution while ensuring teams meet contractual, technical, financial, and customer expectations.

You will serve as a primary partner to government stakeholders and lead cross-functional teams responsible for delivering and supporting digital services and technology platforms. You will use strong program management practices and Agile delivery methodologies to manage program scope, schedule, budget, staffing, risk, and quality while creating an environment where teams can successfully deliver high-quality government services.

Primary expectations of a Program Manager include:

• Lead the day-to-day delivery and operational health of a complex federal technology program across multiple projects and workstreams
• Serve as a primary point of contact and trusted partner for government program leadership, sponsors, contracting stakeholders, and technical representatives
• Build and maintain strong customer relationships through consistent communication, transparency, responsiveness, and reliable delivery
• Lead multidisciplinary teams across software engineering, product, design, project management, and other technical and delivery functions
• Manage program scope, schedule, budget, staffing, risks, dependencies, contractual requirements, and overall performance
• Establish and maintain effective delivery processes that support predictable execution, continuous improvement, and high-quality outcomes
• Facilitate program reviews, planning sessions, status meetings, and other recurring customer and internal engagements
• Proactively identify program risks, delivery challenges, and operational issues and drive them through resolution
• Communicate changes to scope, schedule, staffing, budget, or delivery expectations to internal and customer stakeholders
• Maintain accurate program reporting and visibility into milestones, deliverables, staffing, risks, dependencies, and contractual commitments
• Manage program financial performance, including planned revenue, staffing, billable utilization, labor allocation, and gross margin in partnership with company leadership
• Lead, manage, and mentor cross-functional team members while supporting performance management, professional development, resource planning, hiring, and onboarding
• Partner with technical and practice leadership to ensure teams have the skills, resources, and support necessary to meet program objectives
• Foster a collaborative and accountable team environment focused on delivery excellence and continuous improvement
• Partner with Growth, Delivery, and Practice leadership to identify opportunities for organic account growth and expanded customer support
• Serve as a program subject matter expert for recompete and proposal activities, contributing program knowledge, staffing strategies, technical context, past performance, and operational insights
• Support transition planning and continuity of operations during periods of contract, staffing, or organizational change
