This role is eligible for a $20,000 sign-on bonus, subject to the terms and conditions of the Company's sign-on bonus program.
Apex is seeking a Sr Civil Engineer/Project Manager to lead the growth and delivery of our infrastructure practice across Oregon and SW Washington.
Based in either Portland or Vancouver, WA, this leadership role is ideal for a proven seller-doer who enjoys developing client relationships, leading high-performing teams, managing complex infrastructure projects, and driving strategic growth. As a senior technical leader within the infrastructure practice, you will partner with regional leadership to expand our presence across our west region, strengthen key client relationships, and mentor the next generation of infrastructure professionals. You'll provide project oversight, support business development efforts, and ensure the successful execution of major infrastructure projects.
The ideal candidate will bring strong technical expertise, project management experience, and a proven ability to develop client relationships and win work. This role offers the opportunity to lead impactful engineering projects while supporting a diverse portfolio of public and private sector clients. The successful candidate will help drive the continued growth of our engineering practice across Oregon and Washington by expanding client relationships, mentoring staff, and contributing to strategic local business development efforts.
Typical projects include major roadway corridors, signalized intersections, roundabouts, bridges, multimodal facilities, ADA improvements, complete streets, and other multidisciplinary infrastructure improvements. These complex projects often involve state and federal funding to deliver roadway design, stormwater system design, utility coordination and design, traffic analysis and design, structure design, and construction management.
Our Apex offices have a significant historical presence within the communities we serve, averaging more than 20 years of local relationships with our agency and private development clients. You will be partnering with our local staff to leverage both your current and our existing Apex clients’ histories to support both marketing and project delivery goals while providing you well established turnkey relationships in support of your efforts.
Responsibilities

- →Develop and maintain strategic relationships with WSDOT, local municipalities, counties, ports, and other public agency clients.
- →Champion the seller-doer model by identifying opportunities, leading pursuits, preparing proposals, participating in interviews, and contributing to annual growth objectives.
- →Serve as Senior Engineering Manager for a portfolio of multidisciplinary infrastructure projects with cumulative annual project values exceeding $1 million, providing project oversight, technical guidance, and leadership to ensure successful delivery.
- →Contribute to the successful capture of more than $750,000 in annual infrastructure work through business development, client engagement, proposal development, and strategic pursuits.
- →Lead project managers and technical staff in the successful execution of infrastructure projects, ensuring scope, schedule, budget, quality, and client satisfaction objectives are achieved.
- →Provide leadership and oversight for roadway, highway, bridge, multimodal, ADA, and corridor improvement projects.
- →Coordinate multidisciplinary teams, balancing resources, priorities, and project workloads to meet business objectives.
- →Mentor and develop engineers and project managers by providing coaching, performance feedback, and opportunities for professional growth.
- →Partner with regional leadership on staffing strategies, resource planning, succession planning, and operational improvements.
- →Foster a collaborative, high-performing team culture focused on safety, quality, innovation, and client service.
- →Represent Apex at client meetings, industry organizations, conferences, and community events to strengthen market presence and expand business opportunities.
- →Promote continuous improvement in project delivery, operational efficiency, and client satisfaction.
Requirements
~2 min read- Bachelor's degree in Civil Engineering or related field.
- 12+ years of progressive experience in infrastructure engineering, project management, and team leadership.
- Professional Engineer (PE) license in both Oregon and Washington, or the ability to obtain both within six months of hire.
- Demonstrated success managing infrastructure projects for ODOT and WSDOT and/or local agencies across the northwest.
- Demonstrated experience leading multidisciplinary infrastructure design projects from pursuit through construction while keeping projects within scoped schedules and budgets.
- Proven experience leading engineering teams, mentoring staff, and managing project financial performance.
- Demonstrated success in business development, client relationship management, and infrastructure project pursuits.
- Strong understanding of WSDOT Design Manual, AASHTO, MUTCD, and Washington State/local agency standards.
- Excellent leadership, communication, presentation, and relationship-building skills.
- Experience with project management, budgeting, scheduling, and client management.
- Proficiency with Microsoft Office and AutoCAD Civil 3D.
- Excellent verbal, written, and presentation skills.
- Proven business development and client relationship experience.
- Established relationships with ODOT, Washington County, City of Portland, Port of Portland, Clackamas County, WSDOT, Clark County, the City of Vancouver, the Port of Vancouver, and other agencies throughout the northwest.
- Demonstrated experience growing client accounts and developing strategic business opportunities.
- Experience leading alternative delivery projects and managing multidisciplinary consultant teams.
- Proficiency with AutoCAD Civil 3D, OpenRoads Designer, and/or MicroStation.
