Senior Operations Manager (supporting NASA)

ASRC Federal Facilities Logistics, a subsidiary of ASRC Federal, is seeking a Senior Operations Manager to support our Prime NASA program at Goddard Space Flight Center in Greenbelt, MD. This can be a remote position with periodic site visits.    The Senior Operations Manager supports the Program Manager in executing and overseeing a NASA Goddard Space Flight Center (GSFC) facilities maintenance contract, including Indefinite Delivery/Indefinite Quantity (IDIQ) task order work. This position leads daily operations supporting mission-critical facilities, laboratories, cleanrooms, and infrastructure, with an emphasis on safety, mission assurance, engineering rigor, and compliance with applicable NASA Procedural Requirements (NPRs).   Key Responsibilities IT and Technical Project/Program Management Coordinate technical projects that support facilities operations, including maintenance management systems, project controls, reporting tools, and related technology. Work with GSFC technical stakeholders, engineering teams, and authorized IT organizations to define requirements, interfaces, schedules, and responsibilities for projects involving facility systems and technology. Oversee technical project plans, dependencies, risks, testing, and implementation to minimize disruption to mission-critical operations. Support accurate data collection and reporting for maintenance performance, IDIQ task orders, costs, schedules, and operational metrics.   Program and Contract Operations Support the Program Manager in executing the GSFC facilities maintenance contract, including institutional services and IDIQ task orders. Plan, organize, and direct daily operations in accordance with the Performance Work Statement (PWS), GSFC site requirements, and applicable NASA NPRs. Represent the contractor in operational discussions with GSFC stakeholders, as delegated by the Program Manager.   IDIQ and Task Order Management Support the receipt, evaluation, and execution of GSFC-issued task orders, including scope review, technical coordination, cost estimating, and schedule development. Coordinate task order kickoff meetings with GSFC Contracting Officer’s Representatives (CORs), facility managers, engineering authorities, and safety representatives. Track performance and risks, and develop corrective actions or recovery plans when needed.   Facilities Maintenance Oversight Oversee preventive, predictive, and corrective maintenance for GSFC buildings, laboratories, cleanrooms, and mission-critical systems, including HVAC, electrical, mechanical, and specialized facility systems. Coordinate maintenance activities to support continuous flight hardware processing, integration, and test operations. Work with GSFC engineering and operations organizations to resolve technical and operational issues.   Safety, Mission Assurance, and Compliance Promote a strong safety and mission assurance culture. Support compliance with applicable NASA NPRs, GSFC safety manuals, environmental requirements, and work control processes. Support mishap reporting, incident investigations, root cause analyses, and corrective actions in coordination with GSFC Safety and Mission Assurance (SMA).   Cost, Schedule, and Performance Management Monitor labor, material, and subcontractor costs across base operations and IDIQ task orders. Track schedules, milestones, key performance indicators, and required service levels. Support monthly performance reports, metrics, and management briefings.   Stakeholder Engagement and Communication Serve as an operational interface with GSFC CORs, facility managers, engineering authorities, and technical monitors. Communicate contract status, risks, and issues that could affect GSFC missions. Prepare and deliver technical and management briefings.   Subcontractor and Workforce Management Coordinate and oversee subcontractors performing facilities maintenance or IDIQ task order work. Support workforce planning, onboarding, training, and personnel performance management. Monitor subcontractor compliance with GSFC safety, security, and quality requirements.   Continuous Improvement Identify and implement process improvements that strengthen safety, reliability, and performance. Use lessons learned and trend analysis to improve contract operations and task order delivery.   Required Qualifications Bachelor’s degree in engineering, facilities management, construction management, business, information technology, or a related field, or equivalent experience. Eight to ten years of experience supporting or managing government facilities maintenance, base operations, technical programs, or similar service contracts. Experience supporting IDIQ contracts and task order execution. Experience managing technical projects, coordinating multidisciplinary teams, and tracking cost, schedule, and performance. Understanding of mission-critical facilities operations and engineering coordination. Strong leadership, communication, and organizational skills.   Preferred Qualifications Experience at NASA GSFC or on a GSFC institutional support services contract. Familiarity with NASA NPRs and GSFC safety and work control processes. Experience supporting laboratories, cleanrooms, or flight hardware facilities. Experience with maintenance management systems, project controls tools, or operational reporting systems. Professional certification such as PMP, CFM, PE, or an equivalent credential.   Clearance and Access Requirements Ability to obtain and maintain GSFC site access credentials and any required security clearances.
