Summary Statement

This position (Judicial Case Management Administrator, working title “Family Court Director of Child Support) has statewide responsibility and reports to a member of administrative management.� Statewide travel is a requirement of this position.� An incumbent in this class is responsible for directing all child support related activities within Family Court.� This involves very detailed budgetary responsibilities as they relate to Title IV-D federal funding, including assuring proper accounting and use of federal IV-D reimbursements.� This incumbent is a key member of the Child Support Guideline Review/Quadrennial Review of the Delaware Child Support Formula as required by federal regulations.� This incumbent is the Court’s liaison to the Division of Child Support Services (DCSS) and the Delaware Department of Justice (DOJ) Child Support Unit and leads initiatives to further child support services offered within Delaware.� Policy and procedure development, and review related to child support filings and workflow are also primary responsibilities.� This position acts as the primary trainer for all child support topics for Family Court staff and Judicial Officers. \r\n\r\n\r\nThis is the administrative level within the Judicial Case Management series. This level is distinguished from other levels by performing broader and more complex work encompassing all court case management operations.� Work includes participation in the planning and development of administrative policies and procedures.� Additionally, an employee oversees process improvement initiatives and provides planning and oversight in the Courts training and new employee development activities.� Statewide travel is a requirement of this position.� This employee:\r\n\r\n\r\n\r\n\r\n\r\n Receives general direction and guidance from an administrative supervisor or higher in terms of broad goals and objectives; plans and establishes the methods for achieving goals and objectives and administers case management operations.\r\n Administers case management operations for an assigned court which includes planning, coordinating, implementing, and evaluating operations, services, processes, procedures, and quality.�\r\n Provides daily expertise, recommendations, and strategic direction to leadership and other high-level officials on complex challenges and is responsible for communications and change management.�\r\n \r\n Works with Fiscal Department on management of federal IV-D funding and reimbursements.\r\n Works with Staff Attorney on legislative efforts involving child support matters.\r\n Trains staff and judicial officers on all aspects of child support including filing information, case flow procedures, calculations, and child support law.��\r\n Supports the Chief Judge in leading Quadrennial Review activities.\r\n \r\n Oversees and participates in the development and implementation of programs designed to expedite work/case flow on a court-wide basis.�\r\n Assists judicial officers, attorneys, and court staff by coordinating and maintaining daily, weekly, monthly, and yearly calendars of court events and performs specialized program support work. This information is compiled from multiple sources and depends on the accurate coordination of many stakeholders.�\r\n Serves as the highest point of contact and expert on handling sensitive or escalated case management issues with both internal and external contacts and members of the public.�\r\n\r\n\r\n\r\n\r\n\r\n

Preferred Qualification

One year of experience in researching and analyzing legislation to understand its impact that includes drafting memos and briefing materials for administrative management and detailed written and verbal communication to a broad audience.\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.��\r\n\r\n\r\n\r\n\r\n Assesses case filings to determine placement in case track/program or recommends referral to alternative case tracks.\r\n \r\n \r\n Serves as a liaison with internal and external stakeholders, judicial officers, court users, justice partners, and members of the public to coordinate various activities, respond to inquiries, and explain court case processes and procedures.\r\n \r\n \r\n Creates and maintains case files ensuring that the files are accurate and complete.\r\n \r\n \r\n Monitors and coordinates case activity through multiple legal events and processes, tracks case events/status, anticipates case flow problems and causes for delay, and initiates appropriate action to expedite cases effectively and efficiently including contacting participants to resolve issues that inhibit case flow.�\r\n \r\n \r\n Researches case files, records, and other sources of information, and coordinates with internal/external resources, to ensure accuracy of case data, resolve issues or complaints, and prepare and issue court documents.\r\n \r\n \r\n Coordinates case activity and events with judicial officers, attorneys, law enforcement agencies, and litigants.\r\n \r\n \r\n Advises judicial officers regarding various case events that ultimately lead to final case disposition.\r\n \r\n \r\n Establishes and maintains contacts with the legal community, other agencies and courts/units, both internally and externally, to ensure case flow is expedited.\r\n \r\n \r\n Attends court proceedings which may include annotating on court worksheets, creating automated sentence orders, facilitating data entry, swearing in witnesses, and marking evidence.�\r\n \r\n \r\n Uses automated information systems and computer software to enter, update, modify, delete, retrieve and report on data.�\r\n \r\n \r\n Arranges delivery for legal paperwork and/or other correspondence.\r\n \r\n \r\n May manage court calendars or other schedules including duties such as scheduling within guidelines, coordinating parties, rescheduling, and generating notices.\r\n \r\n \r\n Performs other related duties as required.\r\n\r\n\r\n

Job Requirements

\r\n\r\n\r\n\r\n\r\n\r\n\r\nJob Requirements for Judicial Case Management Administrator (Director of Child Support)\r\nApplicants must have education, training, and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n1.\tThree years’ experience in legal case flow management.\r\n2.\tOne year of experience in interpreting laws, rules, regulations, standards, policies, and procedures.\r\n3.\tOne year of experience in directing or overseeing operations or in staff supervision, which may include planning, assigning, reviewing, and evaluating the relevant work within the system.\r\n4.\tSix months’ experience developing and implementing policies, procedures, action plans, and process improvement initiatives.��\r\n5.\tSix months’ experience managing administrative and operational resources, including budget development and monitoring, using automated information systems, and demonstrating strong written and verbal communication skills in support of organizational objectives.\r\n\r\n\r\n\r\n
