The COFA READY project aims to advance U.S. commitments to its Compact of Free Association (COFA) partner nations by strengthening disaster preparedness, response, recovery, and reconstruction readiness across the Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI), and the Republic of Palau (ROP). The project supports resilient infrastructure investments, enhances disaster management systems, and strengthens the capacity of communities and government institutions to prepare for, respond to, and recover from natural hazards and climate-related risks. 

In ROP, IOM is seeking to recruit a Field Engineer Consultant to support the implementation of READY project infrastructure activities under Component 2 (Recovery Readiness). These activities include the assessment, design, rehabilitation, and upgrading of emergency evacuation centres, as well as the establishment of containerized emergency warehouses to support the decentralized prepositioning, storage, and management of emergency relief supplies.

Under the overall supervision of the Head of Engineering Unit and the direct supervision of the Programme Manager (READY Palau), the Field Engineer will support the planning, design, coordination, implementation, monitoring, quality assurance, and handover of evacuation centre upgrades and other infrastructure interventions undertaken through Component 2 of the READY project in ROP. The consultant will work closely with government counterparts, contractors, and local stakeholders to ensure that all works are completed in accordance with project specifications, applicable standards, and disaster-resilient engineering principles.

6. Category A Consultants: Tasks to be performed under this contract:

  • Carry out technical and feasibility assessments of buildings, infrastructure, and project sites to identify priority works for upgrading emergency evacuation centres, containerized warehouses, and other disaster-risk-management infrastructure.

  • Prepare and review technical documentation, including engineering assessments, detailed designs, drawings, bills of quantities (BoQs), technical specifications, scopes of work, cost estimates, and implementation schedules for rehabilitation, renovation, and construction activities, ensuring compliance with IOM requirements and applicable national codes, standards, and regulatory requirements.

  • Support the planning, implementation, and technical oversight of construction and infrastructure activities to ensure works are delivered within the approved scope, schedule, quality standards, and budget. Identify and promptly report implementation risks, delays, technical issues, and recommended corrective actions.

  • Support the establishment and coordination of Community Working Groups (CWGs), contractors, consultants, and partners engaged in construction and rehabiliation activities. Conduct technical, quality assurance, and safety orientations, and provide on-site guidance to promote safe construction practices and compliance with approved specifications.

  • Conduct regular site inspections and monitor the performance of contractors, CWGs, and service providers. Verify compliance with approved drawings, technical specifications, quality standards, environmental and social safeguards, occupational health and safety requirements, and approved work plans, and recommend corrective measures where necessary.

  • Coordinate closely with the Head of Engineering Unit and Procurement and Supply Chain Unit in the preparation of technical specifications, BoQs, cost estimates, and other documentation required for procurement processes. Participate in technical evaluations and provide technical recommendations in accordance with IOM procurement procedures.

  • Coordinate with logistics colleagues, service providers, government counterparts, communities, and CWGs to facilitate the timely delivery, receipt, storage, inventory management, and utilization of construction materials, equipment, and project assets.

  • Prepare regular technical reports, site inspection reports, progress updates, and completion reports by collecting, analysing, and summarizing information on implementation progress, technical compliance, quality assurance, risks, delays, issues requiring management attention, and recommended follow-up actions. Maintain effective coordination and communication with stakeholders throughout project implementation.

  • Utilize AutoCAD and other relevant engineering software to develop, review, and revise engineering drawings, site layouts, technical details, and as-built documentation to accurately reflect completed works.

  • Maintain complete and accurate project records, including technical assessments, site inspection reports, photographs, measurements, testing records, material inventories, completion certificates, punch lists, and handover documentation.

  • Support commissioning, testing, defect inspections, and handover processes for completed infrastructure works, ensuring that all required documentation, certifications, and operational guidance are provided to stakeholders and end users.

  • Comply with IOM policies and procedures, including those related to Prevention of Sexual Exploitation and Abuse (PSEA), safeguarding, fraud prevention, occupational health and safety, environmental and social safeguards, and the promotion of a respectful and inclusive working environment.

  • Undertake duty travel to project implementation areas, including outer islands and remote locations, and work safely in marine and coastal environments. The incumbent must be able to swim confidently and tolerate travel by small aircraft and small- and medium-sized vessels.

  • Perform such other duties as may be assigned.

     

    7. Performance indicators for the evaluation of results

  • Quality and timeliness of technical assessments and engineering documentation, including designs, drawings, technical specifications, BoQs, cost estimates, scopes of work, and reports submitted in accordance with agreed timelines and quality standards.

  • Quality of construction supervision and monitoring, demonstrated through regular site inspections, timely identification of technical issues, and implementation of corrective actions to ensure compliance with approved designs, specifications, quality standards, and work schedules.

  • Timely completion of assigned infrastructure activities within agreed scope, quality standards, and implementation schedules.

  • Effectiveness of coordination and stakeholder engagement with government counterparts, contractors, community representatives, CWGs, suppliers, and IOM units to facilitate smooth project implementation.

  • Quality and timeliness of technical reporting, including assessment reports, site inspection reports, progress updates, completion reports, handover documentation, and maintenance of project records.

  • Compliance with occupational health and safety requirements, environmental and social safeguards, and IOM policies throughout project implementation.

  • Quality and accuracy of as-built drawings, completion documentation, testing records, and handover packages submitted for completed infrastructure works.

  • Contribution to capacity-building and knowledge transfer provided to government counterparts, CWGs, and other stakeholders involved in infrastructure implementation and maintenance.

  • Demonstrated professionalism, initiative, and problem-solving capacity, including the timely identification and management of implementation risks, technical issues, and operational challenges.

  • Successful completion of assigned deliverables and duties to the satisfaction of IOM, as determined by the Head of Engineering Unit and Programme Manager (READY RMI).

8 Education, Experience and/or skills required

  • Master’s degree in civil engineering, architecture or a related field from an accredited academic institution with two years of relevant professional experience

  • University degree in the above fields with four years of relevant professional experience in practical construction or engineering field

  • Certification as a licensed professional engineer

  • Experience in the field of construction engineering and contract management

  • Excellent English language skills 

  • Experience in the usage of office software packages (MS Word, Excel, etc.)

  • Experience with working in remote, hardship and/or rustic locations for longer periods of time (2-4 weeks)

  • Ability to tolerate traveling on short or long-distance boat travel (1-2 days travel) on small and medium-sized vessels
  • Experience working with a non-governmental organization and/or international organization an advantage
  • Excellent knowledge of design and visualizations software such as AutoCAD;
  • Knowledge of applicable codes, policies, standards and best practices related to project
