OperationsOperations Manager

The Data Operations Lead will oversee the end-to-end delivery, accuracy, and reliability of critical healthcare enrollment data operations.
This role ensures that production data processes and exchanges run efficiently, securely, and in compliance with operational standards.
Working closely with an offshore operations team, you will coordinate daily activities, manage escalations, and maintain consistent service quality across time zones.
As the primary onshore point of contact, you will support internal and external customers while directly handling time-sensitive operational tasks during US business hours.
You will also lead troubleshooting, strengthen standard operating procedures, and identify opportunities to improve workflows through automation.
This is a hands-on individual contributor position requiring strong technical expertise, independent judgment, and the ability to lead through influence rather than direct management.
The role is fully remote within the United States, with occasional after-hours support and participation in an on-call rotation.

In this role, you will take ownership of enrollment data operations, ensuring reliable production execution, effective coordination between onshore and offshore teams, and continuous improvement. Your responsibilities will include:

  • Oversee the timely, accurate, and compliant execution of all enrollment production data and data exchange processes, regardless of where the activities are performed.

  • Execute and monitor operational activities requiring US business-hour coverage, including time-sensitive, client-facing, and production-dependent tasks.

  • Coordinate with the offshore Data Operations Lead to align workloads, schedules, risks, and completion of daily, weekly, monthly, quarterly, and annual activities.

  • Serve as the primary escalation point for complex production issues, leading troubleshooting, root-cause analysis, and corrective and preventive actions.

  • Develop, maintain, implement, and continuously improve standard operating procedures (SOPs) and operational runbooks, ensuring offshore teams can execute processes independently.

  • Review and validate critical processes and outputs, identify recurring quality issues, and coordinate remediation.

  • Maintain a strong understanding of batch job design, scheduling, dependencies, and alerting for enrollment operations.

  • Analyze batch failures and initiate or reorder jobs when operational circumstances require it.

  • Lead outage resolution and post-maintenance validation following weekend patching and rollover activities, coordinating with IT, infrastructure, and external vendors.

  • Communicate operational results, incidents, and issues to internal and external customers and management in accordance with established standards.

  • Ensure effective shift handoffs between onshore and offshore teams, including clear communication of current status, outstanding issues, and pending actions.

  • Provide technical guidance, coaching, and knowledge transfer to offshore Data Operations team members.

  • Monitor and report operational metrics, service-level agreement (SLA) performance, and risks to the Data Operations Manager.

  • Participate in on-call rotations and provide after-hours support for scheduled activities and escalated production incidents.

  • Identify and implement process improvement and automation opportunities.

  • Contribute to cross-functional projects and maintain effective working relationships with internal and external stakeholders.

  • Make operational decisions during routine activities and incidents, including approving SOP changes and determining escalation paths within established management guidelines.
