The Project Manager/Senior Financial System Analyst will lead a team of 8–10 financial management professionals supporting complex federal financial system implementation and modernization initiatives. This role combines hands-on expertise in Momentum Financials with project leadership, financial data analysis, and systems integration. Candidates may work remotely full-time or in a hybrid arrangement based in Arlington, Virginia.

  • Lead and coordinate a team of 8–10 financial management professionals across multiple workstreams within a complex financial system implementation project.

  • Provide technical and functional guidance for financial data transition activities, including migrating legacy financial information into a web-based system supporting federal financial, budget, and procurement processes.

  • Analyze and document legacy financial systems and feeder systems, including data flows, system capabilities and limitations, and general ledger posting logic, to support accurate data conversion.

  • Identify, develop, and document target-state organizational requirements through stakeholder interviews, written documentation, and business process analysis.

  • Present mock conversion results, detailed requirements, and project findings to senior leadership and key stakeholders.

  • Use Agile tools and practices to track requirements, defects, configuration needs, team workload, and project progress.

  • Serve as the General Ledger (GL) subject matter expert, leading tie-point and abnormal balance analyses, evaluating posting logic against U.S. Standard General Ledger (USSGL) standards, and reconciling financial data between legacy systems and Momentum conversion outputs.

  • Document payroll and non-payroll accruals, validate conversion journal vouchers, and verify beginning balances and ending trial balances to ensure financial accuracy.

  • Validate post-conversion financial reporting data supporting Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS) reporting, SF-133 reports, tie-point analysis, and DATA Act reporting.

  • Plan, execute, and validate mock and go-live conversions by reconciling converted data, testing against documented requirements, preparing validation reports and stakeholder briefings, and confirming readiness for future-state business processes.

  • Analyze, resolve, configure, and reconcile Momentum Financials reports to support reliable financial operations and reporting.

  • Collaborate with client stakeholders, subject matter experts, end users, and senior management to resolve issues, prioritize deliverables, and maintain project alignment.
