The Staffing and Operations Manager – Datacenters will lead workforce planning and operational readiness for complex, large-scale datacenter infrastructure projects valued at over $1 billion. This strategic role ensures that project teams are recruited, mobilized, and equipped with the right skills to meet demanding construction and commissioning schedules. You will coordinate recruitment efforts, oversee international workforce mobility, and ensure compliance with immigration, labor, prevailing wage, and apprenticeship requirements. Working closely with Talent Acquisition, HR, project leadership, external legal advisors, and site teams, you will anticipate staffing challenges and mitigate risks before they affect delivery. Your ability to align workforce strategy with project milestones will be essential to maintaining operational efficiency, regulatory compliance, and cost control. This remote opportunity offers the chance to influence high-impact infrastructure initiatives within a dynamic, multidisciplinary, and globally connected environment.

  • Strategic Workforce Planning: Develop and execute comprehensive staffing strategies to support project ramp-up, ensuring critical positions are filled in line with construction and commissioning milestones.

  • Recruitment Coordination: Partner with Talent Acquisition teams to define role requirements, align candidate profiles with technical needs, and prioritize recruitment based on project schedules and resource demands.

  • Staffing Pipeline Management: Coordinate recruitment activities to maintain a consistent pipeline of qualified talent, avoiding hiring bottlenecks, resource shortages, and unnecessary labor costs.

  • Recruitment Performance Monitoring: Track key recruitment indicators, including time-to-fill metrics, identify potential delays, and escalate staffing risks that could jeopardize project milestones.

  • Technical Resource Alignment: Collaborate with HR Business Partners and project stakeholders to ensure workforce capabilities and technical skills match evolving project requirements.

  • International Mobility and Immigration: Oversee global workforce mobility requirements for personnel assigned to datacenter projects, ensuring appropriate coordination of visas, work permits, and related compliance obligations.

  • Regulatory Coordination: Serve as a liaison between external immigration counsel, project management, and site leadership to address cross-border employment, immigration, and tax compliance requirements.

  • Mobilization Risk Management: Proactively identify and resolve regulatory, logistical, or administrative barriers that could delay the deployment of essential personnel.

  • Prevailing Wage Compliance: Monitor project-wide compliance with applicable prevailing wage requirements and ensure payroll records and labor reporting meet relevant local, state, and federal standards.

  • Apprenticeship Program Oversight: Track apprenticeship utilization and required participation ratios, coordinating with unions, trade schools, and internal apprenticeship programs to meet applicable obligations.

  • Labor Documentation and Audits: Maintain accurate, audit-ready records of labor classifications, hours worked, wage rates, and related documentation to reduce project risk and potential legal exposure.

  • Cross-Functional Leadership: Work across a complex organizational structure to align workforce planning, operational execution, and compliance priorities with overall project objectives.
