This is a consultancy mission at a client site, representing Keystone Solutions. As a Senior Initiative Owner for Cyber Security Strategy (Post-Quantum Readiness), you will be hired by Keystone Solutions to deliver strategic and technical leadership on client projects in the field of information security.


Responsibilities

  • Define cyber security initiative strategy, including emerging threats like post-quantum risks, and translate it into a prioritized portfolio (projects, enhancements, studies).
  • Oversee purpose, value, status, and cross-dependencies of all portfolio items to ensure collective achievement of business outcomes.
  • Act as a strategy/initiative owner and drive the day-to-day delivery of the roadmap, ensuring impediments (including PQC transition challenges) are efficiently resolved.
  • Engage diverse stakeholders to co-develop strategy, roadmaps, and key actions—balancing traditional and quantum-resistant security measures.
  • Deliver bank-wide roadmaps and investment priorities, requiring strong communication with middle/senior management across all functions.

  • Develop high-level term roadmaps and detailed short/medium-term roadmaps with priority actions and budgets, accounting for long-term cryptographic resilience (e.g., PQC migration timelines).
  • Collaborate with Group to roll out standard solutions, balancing business needs with quantum-safe security requirements.
  • Direct all phases of cyber security initiatives, including PQC readiness assessments and mitigation planning.
  • Prioritize workstreams aligned with overall security objectives, ensuring cryptographic agility is embedded in project designs.
  • Set milestones, ensure adherence to master plans, and mitigate risks/issues—proactively flagging PQC-specific dependencies (e.g., vendor support, legacy system constraints).
  • Challenge roadmaps with technical awareness of PQC standards (e.g., NIST-selected algorithms) and strategic oversight.
  • Regularly interact with senior/executive management on cross-functional topics, including quantum risk awareness and investment justification.
  • Aggregate stakeholder input into deliverables (e.g., memos on PQC transition impacts for Sr. Management/ExCo).
  • Ensure initiatives align with Group standards, regulations, and evolving cryptographic policies (e.g., ETSI/IETF PQC guidelines).
  • Contribute to policy improvements (e.g., quantum-safe data security frameworks) with relevant teams.

Requirements

  • Master’s degree (mandatory).
  • Certifications (mandatory): Project management (e.g., PRINCE2, ITIL), Change management (e.g., ADKAR). Preferred certifications: CISSP, CISA, CRISC.
  • Fluent in French (mandatory for Group communication), Dutch, and English.
  • 10+ years managing multiple IT/security projects/programs.
  • Mandatory: Information security governance, Analytical skills (break down complex issues such as PQC migration trade-offs).
  • Preferred: IT transformation projects (e.g., cryptographic modernization), Financial services industry experience, Agile methodology (maturity/quality transformation).
  • Strong understanding of information security governance (frameworks, risk management), Post-Quantum Cryptography fundamentals (lattice-based algorithms, hybrid encryption, NIST standardization), Cryptographic inventory/assessment methodologies (identifying PQC-vulnerable systems).
  • Leadership: Drive success across disciplines; navigate technical uncertainty (e.g., PQC vendor maturity).
  • Communication: Tailor messaging for executives (quantum risk ROI) and technicians (algorithm trade-offs).
  • Problem-Solving: Proactive in addressing long-term cryptographic risks alongside immediate vulnerabilities.
