LEMOINE, a Great Place to Work-Certified company, is a recognized leader in disaster recovery, resiliency, and emergency management. With a commitment to excellence and a track record of successful execution, LEMOINE has earned its reputation as a trusted partner to federal, state, local, and private-sector clients navigating the full disaster lifecycle.

LEMOINE Resiliency delivers preparedness, mitigation, grant management, recovery, and environmental services funded through Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), FEMA Public Assistance and Hazard Mitigation Assistance, FEMA Preparedness Grant Programs, and a wide range of other federal, state, and private funding sources. Our clients include state and local governments, utilities, healthcare systems, airports, ports, and other owners of critical infrastructure who rely on us to plan, fund, manage, and deliver the programs that make their communities stronger.

We are seeking an Operations Manager to run the day-to-day business of a Resiliency service line and to grow it. This leader reports to the Vice President of the business unit and is accountable for both sides of the ledger: the operations that deliver our work and the sales that bring in the next project. The Operations Manager is a seller-doer. They lead engagements, develop staff, manage project financials, and carry an active pipeline of pursuits with state and local governments, utilities, healthcare systems, infrastructure owners, and private clients.

Depending on the business unit, the portfolio may include emergency planning, training and exercise programs, hazard mitigation planning, grant administration and compliance, disaster case management, staff augmentation, program and construction management for mitigation and infrastructure-funded projects, and related professional services. The Operations Manager translates the Vice President's growth strategy into executed work, repeat clients, and a bench of talent that can scale with demand.

  • Understanding the Business: Apply working knowledge of the disaster lifecycle and the funding streams behind it to identify where LEMOINE can deliver value. This includes preparedness, mitigation, grant management, and the adjacent professional services that serve the same clients.
  • Shaping the Market: Track regulatory developments, federal and state funding cycles, and agency priorities. Turn that awareness into service offerings, pursuit targets, and competitive positioning for the business unit.
  • Making Complex Decisions: Work through government procurement, multi-agency coordination, and competing client priorities. Balance near-term delivery with long-term positioning.
  • Driving Revenue: Carry an active pipeline, advance capture efforts, and close new work across multiple states and service lines. Lead pursuits in your markets and support the Vice President on the large ones.
  • Owning the Numbers: Manage project margins, utilization, overhead, and forecasting for the service line. Deliver profitable growth, not just growth.
  • Managing Execution: Ensure every engagement, from a multi-year grant program to a short-term deployment, is delivered on time, on budget, and to a standard that earns repeat business and referrals.
  • Building Collaborative Relationships: Build trusted relationships with emergency management directors, county and municipal executives, utility and healthcare leaders, planning officials, engineering-firm partners, and subcontractors. Represent LEMOINE at conferences and industry events.
  • Developing Talent: Attract, develop, and retain project managers and subject matter experts. Build teams that reflect the communities we serve and can scale with demand. Mentor the next generation of leaders in the business unit.
  • Being Authentic: Exhibit courage, instill trust, and promote honesty, integrity, and authenticity in all aspects of leadership and client engagement.
  • Being Open: Demonstrate self-awareness, seek personal development, manage ambiguity, embrace nimble learning, exhibit resiliency, and practice situational adaptability.
