MA'AN Development Center is looking for Qualified & Dynamic candidates for the position of Project Manager Location: Ramallah Reports to: Program Manager Duration: 12 Months / Renewable Employment Type: Full-time Start Date: ـJuly 2026 Project target locations: Ramallah, Hebron, Tulkarem and Jenin About MA’AN MA’AN Development Center is an independent Palestinian non-profit organization, established in Jerusalem in January 1989. Relying on a human rights-based approach, community partnerships, and active participation, MA’AN works to enhance the resilience, empowerment, and realization of the rights of those most in need, the poor and marginalized groups and individuals, as well as unleash their latent capacities to enhance their active participation in sustainable development and their abilities to respond to and recover from crises. About the project: MA’AN Development Center is implementing the project “Climate-Resilient Agriculture (CRA), in the West Bank ”, funded by the World Food Programme (WFP). The project aims to strengthen the resilience of vulnerable farming and herding communities through improving access to water and strengthening climate-resilient agriculture, enhancing access to cash-for-work opportunities for land and road rehabilitation, facilitating access to agricultural inputs and services, and empowering women and farmers through cooperative resilience. The specific objectives of the project are: Improve access to water and strengthen climate-resilient agriculture among farmers. Enhance access to cash-for-work land and road rehabilitation and facilitate access to inputs and services for farming and herding households. Empower women and farmers through cooperatives resilience. The project includes the rehabilitation of springs, wells, irrigation pipelines, water tanks and ponds; agricultural land and road rehabilitation through cash-for-work; facilitation of access to agricultural and livestock input packages; establishment of agricultural nurseries; and capacity-building and support for women’s cooperatives and farmers in the targeted communities. The project’s key outcomes include: Climate-Resilient Assets and Livelihood Capacity strengthened Emergency Agricultural Response and Early Recovery Women’s Economic Empowerment through Cooperatives Job Purpose: MA’AN Development Center is seeking a qualified and dynamic Project Manager to lead the overall supervision, coordination, and management of the project. The Project Manager will be responsible for ensuring the timely, efficient, and high-quality implementation of all project activities in alignment with WFP and MA’AN Development Center standards, policies, and donor requirements. Key Responsibilities: · Lead and manage implementation of all projects’ activities according to approved work plans, budgets, and timelines. · Manage and supervise the project staff including four Project Coordinators, ensuring effective implementation and coordination across all project locations · Supervise projects’ planning, budgeting, procurement, and compliance with donor regulations and MA’AN’s policies. · Conduct regular field visits to monitor progress, supervise activities, and ensure quality and accountability standards are met. · Facilitate coordination and communication with the key stakeholders. · Lead and review project reporting, documentation, and visibility efforts, ensuring accurate and timely submission of deliverables. · Manage the coordination of activities, monitor progress, and provide necessary training and coaching to enhance the team's understanding. · Lead the preparation of Terms of Reference (ToR) for the procurement of services and commodities for the projects, as well as the evaluation of bids and awarding of contracts. · Collaborate with the MEAL unit to track projects performance and report on progress, outcomes, and impact to MA’AN. · Supervise budgets and disbursements, and provide technical oversight and supervision of suppliers, contractors, and service providers. · Arrange and report on meetings, events, stakeholder engagements, and field visits. · Collaborate with staff and partners to ensure inclusive, gender-responsive results. · Identify and mitigate risks while ensuring adherence to child protection, gender equality, and environmental safeguards. · Analyse data and contribute to outcome measurement and evaluation reports. · Support institutional learning by documenting best practices and lessons learned. · Uphold MA’AN’s Code of Conduct, Child Protection Policy, and accountability standards. · Effectively manage high-pressure situations and meet tight deadlines. · Report to the Program Manager and collaborate closely with the partners ensuring clear communication and aligned implementation. Requirements Qualifications: Education: Bachelor’s degree with at least five years of experience, or a master’s degree with three years of experience in Business Administration, Engineering, Project Management, Development Studies, Agriculture, Rural development, or other related fields. Experience: o Proven experience in managing donor-funded development and\or humanitarian projects, preferably related to working with cooperatives and strengthening local communities, and community resilience initiatives. o Strong skills and experience in project management, planning, budget management, procurement, compliance with donor regulations, team supervision, monitoring, and reporting. o Demonstrated experience working with local communities, government units, institutions, and community-based organizations (CBOs). o Knowledge and experience in sustainable agriculture, food security, natural resource management, or inclusive economic development is highly desirable. o Experience in managing multidisciplinary teams and overseeing implementation across multiple locations is an asset. o Experience in donor reporting and results-based project management is preferred. o Valid driver’s license and ability to travel frequently across the West Bank. Professional Skills: Strong leadership and organizational abilities, and team management skills. Excellent communication, coordination and interpersonal skills, with the ability to coordinate among diverse communities and stakeholders. Fluency in both Arabic and English (spoken and written). Excellent reporting and analytical writing skills in both English and Arabic. Proficiency in Microsoft Office (Word, Excel, PowerPoint). Ability to work under pressure and manage multiple priorities effectively. Strong problem-solving, decision-making, and negotiation skills Work Conditions, Contract & Benefits The work schedule is 40 hours per week. The probation period is 3 months and can be extended to another 3 months according to the Labor Law. Annual leave: 21 working days/year National and Religious leave: 16 days per year. Sick leave: 14 days/year Indemnity Payment: Equivalent to one month’s salary for each complete year of service. Reimbursement for work related transportation expenses is according to MA’AN’s by- laws. Time flexibility is recognized by both parties with consideration that this position might need to do part of the work after 4:00pm. Contract Type: Project-based / Renewable.
