The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

The Nurse Consultant I conducts licensure and certification surveys to determine whether acute and home care providers meet required State Licensure and Federal Certification regulations.

This role includes both onsite inspections and in‑office documentation reviews across a range of provider types, including acute care hospitals, critical access hospitals, psychiatric hospitals, abortion clinics, cardiac rehabilitation programs, ambulatory surgery centers, end stage renal disease providers, rural health clinics, and outpatient rehabilitation facilities. Survey activities support the statewide assurance of safe, lawful, and effective health care delivery. Work requires applying regulatory standards to assess clinical and operational practices and verify compliance with mandated requirements.

The position is home‑based within the Central/Eastern Region and requires travel throughout assigned counties. This job requires frequent travel, within assigned counties and statewide, including overnight stays.

Key Duties Include:
- Conduct licensure and certification onsite surveys for acute care hospitals and other designated provider types.

- Review facility documentation in office to determine compliance with applicable State Licensure and Federal Certification regulations.

- Inspect critical access hospitals, psychiatric hospitals, abortion clinics, cardiac rehabilitation centers, and ambulatory surgery centers for regulatory adherence.

- Evaluate end stage renal disease providers and dialysis centers using established compliance criteria.

- Assess rural health clinics, outpatient rehabilitation therapists, and rehabilitation facilities for operational and clinical conformity.

- Examine medical records, diagnostics, pharmacy services, laboratory operations, and related clinical support functions for required documentation standards.

- Review facility processes involving clinical nutrition, food service, patient rights, and social services to ensure alignment with regulatory expectations.

- Document survey findings in accordance with licensure and certification reporting requirements.

- Coordinate survey activities within the Central/Eastern Region, including travel to assigned counties.

- Follow defined procedures for conducting surveys, including preparation, onsite review, and post‑survey documentation.
