Rochester Regional Health (RRH) seeks an accomplished, forward-thinking physician executive to serve as System Executive Medical Director of Primary Care. This leader will set the strategic and clinical direction for an integrated primary care service line spanning the health system’s geography and continuum of care. Working in close partnership with operational, nursing, finance, hospital and physician leaders, the Executive Medical Director will advance a consistent, high-performing model of care that improves access, strengthens outcomes and positions primary care as the connective foundation of the system.

As a member of the RRH Senior Leadership Team, the Executive Medical Director will have meaningful influence over system strategy, clinical standards, care model design, physician and APP alignment, workforce planning, technology adoption and financial performance. The role combines enterprise leadership with an active clinical practice of at least 20%.

Lead across a complex, geographically diverse health system

Build integrated, team-based and digitally enabled care models

Advance access, quality, experience, growth and value

  • Define and execute a systemwide primary care strategy that connects services across regions, affiliates and care settings.
  • Design and scale evidence-based, team-based models that expand access, improve continuity and respond to evolving consumer and community needs.
  • Establish clear clinical standards, quality and safety measures, and transparent accountability for outcomes across the service line.
  • Drive clinical, operational and financial performance in partnership with the operational leader, including budget stewardship, utilization and resource prioritization.
  • Set the strategic direction for physician and APP recruitment, retention, development and alignment; cultivate the capabilities needed for the future of primary care.
  • Advance physician, payer and consumer engagement strategies in a competitive and rapidly changing health care environment.
  • Champion appropriate use of technology, data, clinical decision support and the electronic health record to improve care and reduce friction for clinicians.
  • Build productive partnerships across specialties, hospitals, nursing, operations, finance, quality, risk, education and community stakeholders.

Create consistent standards, workflows and expectations while respecting the needs of local practices and communities.

Oversee clinical quality, peer review, credentialing, OPPE/FPPE and improvement work across the service line.

Build trust, accountability and belonging; develop leaders and create an environment in which physicians, APPs and teams can thrive.

Identify emerging market, workforce and technology trends and translate them into sustainable programs and services.

Champion medical education, continuing education and the learning environment for students, residents, fellows and APP learners.

Provide visible leadership on Medical Staff, hospital and system committees while ensuring regulatory and accreditation readiness.

The successful candidate will be a respected clinician and enterprise-minded leader with the credibility to engage physicians and the agility to lead through a complex matrix. They will pair strategic perspective with disciplined execution, communicate with transparency and empathy, and have a demonstrated record of building consensus while delivering measurable clinical, operational and financial results.

  • Board-certified physician with an M.D. or D.O. degree; eligible for or holding an unrestricted New York State medical license.
  • Significant leadership experience in primary care within an integrated health system, multisite medical group or similarly complex environment.
  • Demonstrated success in clinical transformation, program development, quality improvement, workforce strategy and performance management.
  • Ability to represent the full breadth of primary care and lead across a broad geography, diverse practice settings and multiple stakeholder groups.
  • High emotional intelligence, sound judgment and exceptional communication, collaboration, negotiation and conflict-management skills.
  • Commitment to maintaining an active clinical practice of at least 20% of role effort.
  • Advanced degree in business, health administration or a related field preferred.

This is an opportunity to lead where primary care is central to the organization’s mission and strategy. The Executive Medical Director will join a collaborative senior leadership team, influence decisions at the highest levels of the system and help build a more connected, accessible and sustainable model of care for the communities RRH serves.

Light - Clinical - Light clinical roles involve frequent standing and walking, with occasional lifting of light objects (≤20 lbs.) and routine reaching, grasping, and fine manipulation for tasks such as patient care, laboratory work, or specimen processing. Staff rely on strong visual and auditory acuity to accurately observe specimens, read instrumentation, monitor patients, respond to alarms, and communicate effectively with care teams. Cognitive demands include multitasking, prioritizing clinical and laboratory workflows, and coordinating with interdisciplinary teams. Emotional resilience is necessary due to frequent interruptions, shifting priorities, and the need for precise and compassionate interaction with patients and colleagues. Environmental exposures may include infectious materials, biological specimens, cleaning agents, sharps, chemical reagents, and wet surfaces. PPE use, TB testing, and schedule flexibility are commonly required.
