28-067 Program Security Representative II (PSR II) - Crystal City, VA Location: Crystal City, VA Salary: $132,031.06 Minimum Clearance Requirement: Active Top Secret security clearance required with eligibility for access to Sensitive Compartmented Information (SCI) and Special Access Program (SAP) information. Must be willing to submit to a Counterintelligence (CI) Polygraph. Position Overview The Program Security Representative II (PSR II) provides multi-discipline security support for one or more customer Special Access Programs (SAPs). This position is responsible for supporting day-to-day security operations involving Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) activities while ensuring compliance with Department of Defense security policies and directives. The successful candidate will assist in protecting highly sensitive national security programs through policy implementation, security oversight, compliance reviews, risk identification, and security education. Key Responsibilities Ensure strict adherence to the National Industrial Security Program Operating Manual (NISPOM), its Supplement, the DoD Overprint, Director of Central Intelligence Directives (DCIDs), Intelligence Community Directives (ICDs), SAP policy, and other applicable security regulations. Assist in developing and executing approved policies and procedures for safeguarding Special Access Program (SAP), Sensitive Compartmented Information (SCI), and collateral information in support of U.S. military operations. Provide day-to-day security support by continuously assessing security procedures and recommending improvements to policies, procedures, and security systems. Identify vulnerabilities, threats, and risks affecting operational, testing, and training activities. Assist in developing, implementing, and supporting the Operations Security (OPSEC) program. Provide security assistance and oversight to contractors and subordinate facilities. Brief military personnel, government civilians, and senior leadership on a variety of security-related topics. Conduct SAP facility compliance inspections, follow-up reviews, and facility close-out inspections. Monitor, document, and track corrective actions resulting from compliance reviews. Ensure timely notification of significant security matters to technical and program management personnel. Conduct preliminary inquiries into the loss, compromise, or suspected compromise of classified or sensitive information and assist with damage assessments. Coordinate with SAP security personnel to incorporate lessons learned into the SAP Security Education and Awareness Program. Minimum Qualifications Required Experience 8-10 years of related security experience. Special Access Program (SAP) experience is mandatory. Strong knowledge of DoD security regulations, NISPOM, SCI security requirements, SAP policies, and classified information protection procedures. Education Bachelor's degree in a related field is required. Equivalent experience may be considered (Bachelor's degree may substitute for 4 years of experience). Experience Equivalencies Security Fundamentals Professional Certification (SFPC) counts toward 3 years of required experience. Special Program Security Certification (SPSC) counts toward 5 years of required experience. Maximum experience substitution through SPED certifications is 5 years. Required Security Clearance Candidates must possess: Active Top Secret security clearance. Eligibility for access to Sensitive Compartmented Information (SCI) and Special Access Program (SAP) information. Willingness to successfully complete a Counterintelligence (CI) Polygraph. Preferred Skills Experience administering and supporting Special Access Programs (SAPs). Strong understanding of NISPOM, ICDs, DCIDs, DoD SAP policies, and security compliance requirements. Experience conducting security inspections, compliance reviews, and facility assessments. Excellent written and verbal communication skills, including the ability to brief senior military and government leadership. Strong analytical, organizational, and problem-solving skills. Ability to work independently in fast-paced, high-security environments while maintaining strict confidentiality.
