WHAT WE ARE LOOKING FOR:
We are seeking an experienced Director of Procurement & Project Management to lead our portfolio-wide procurement strategy and oversee purchasing, strategic sourcing, vendor relationships, and assigned capital projects across our multifamily portfolio.
The ideal candidate is a strategic thinker who is equally comfortable rolling up their sleeves to get things done. This individual will bring strong financial and analytical skills, sound judgment, and the ability to build relationships across departments and with our vendor partners.
Reporting to the Vice President of Development, Construction, Procurement & Commercial, the Director will establish consistent procurement practices, identify opportunities to maximize value, and ensure purchasing decisions support the needs of our communities and the long-term performance of our assets.
This position will also independently manage selected capital improvement, renovation, and procurement-related projects while supporting the Vice President on larger capital and redevelopment initiatives.
We are looking for someone who understands that effective procurement is not simply about securing the lowest price, but about balancing cost, quality, service, and operational needs while delivering measurable results.

WHAT WE EXPECT FROM YOU:
Leadership & Department Management
* Lead the Procurement & Project Management function, establishing department priorities, processes, performance expectations, and operating standards.
* Develop and manage departmental budgets and assigned project budgets, ensuring financial accountability and alignment with approved plans.

* Partner with Development, Construction, Residential, Operations, Asset Management, Accounting, and other corporate functions to align procurement and project priorities.
* Provide the Vice President with analysis, recommendations, project updates, financial reporting, and risk assessments.
* Promote collaboration, accountability, and process improvements that support both corporate and onsite teams.

Strategic Procurement & Sourcing
* Develop and execute portfolio-wide procurement strategies aligned with company objectives, property needs, capital plans, and operating requirements.
* Lead strategic sourcing initiatives, competitive bidding, RFPs, and vendor selection for materials, equipment, services, construction, and capital projects.
* Negotiate pricing, contracts, rebates, warranties, service agreements, payment terms, and other commercial terms.
* Exercise purchasing and contracting authority within established approval limits and company policies.
* Develop and manage preferred-vendor and strategic supplier programs.
* Analyze portfolio spending to identify opportunities for cost savings, standardization, consolidation, and improved purchasing practices.
* Evaluate the performance and quality of products, materials, and equipment, recommending changes where appropriate.
* Standardize products, specifications, scopes of work, and purchasing practices where beneficial.
* Monitor market conditions, supplier capacity, pricing trends, and product availability to inform purchasing decisions.
* Ensure procurement decisions balance cost, quality, service, schedule, and long-term asset value.

Project Management & Capital Projects
* Independently manage assigned capital improvement, renovation, and procurement-related projects while supporting the Vice President in the planning and execution of larger capital and redevelopment initiatives.
* Establish project scopes, budgets, schedules, milestones, responsibilities, and reporting requirements for assigned projects.
* Coordinate procurement activities with project schedules to ensure materials, equipment, contractors, and services are available when needed.
* Lead or oversee contractor and vendor bid processes, scope reviews, evaluations, negotiations, and award recommendations.
* Monitor project budgets, commitments, expenditures, schedules, and risks.
* Review and manage change orders, substitutions, allowances, and other cost or scope changes within established authority.
* Support value engineering and material standardization while maintaining project quality and operational objectives.
* Coordinate with Development and Construction to identify procurement risks and resolve issues affecting project costs or schedules.
* Establish consistent project reporting and controls for assigned projects.
* Ensure timely project closeout, including documentation, warranties, final pricing, and vendor performance evaluations.

Vendor & Contract Management
* Build and maintain strong business relationships with contractors, manufacturers, distributors, suppliers, and service providers.
* Establish measurable vendor performance expectations related to cost, quality, service, responsiveness, compliance, and schedule.

* Ensure vendors comply with applicable insurance, licensing, safety, contractual, and company requirements.
* Evaluate vendor performance and implement corrective actions, renegotiations, or replacement recommendations when necessary.
* Maintain a preferred-vendor network capable of supporting the company's geographic and portfolio requirements.
* Ensure materials and service contracts are competitively bid in accordance with established company thresholds and policies.
Financial Performance & Reporting
* Establish and track procurement savings, cost avoidance, negotiated savings, rebates, and other measures of financial value.
* Monitor procurement expenditures and assigned project budgets against approved plans.
* Analyze purchasing trends, pricing variances, vendor performance, and portfolio spending.
* Prepare financial reports, dashboards, forecasts, and recommendations for leadership.
* Partner with Accounting and other departments to ensure accurate reporting and validation of procurement savings.
* Identify opportunities to improve purchasing efficiency and strengthen financial accountability.
