Job Summary

As the CRS programming lead for Jordan, you will manage and provide will provide strategic direction, leadership, and management of the Jordan country office portfolio to ensure the establishment and successful implementation of high-quality CRS and partner programming serving the poor and vulnerable. In addition to your program quality and management capacities, your partnership and representation skills will help to ensure strong CRS coordination in Jordan. Your leadership, management and knowledge will ensure that the Jordan Country Office delivers high-quality programming and continuously works towards improving the impact of its programming. As a Senior Manager you will proactively work with Senior Management Team (SMT) members to manage security and mitigate security risks and, as time allows, you will provide programming backstop for the CRS response in JWBG.

                                                                                                                 

Roles and Key Responsibilities

  • In collaboration with the Deputy Country Representative (DCR) for JWBG, and lead for Jordan programming, provide strategic direction for the design of the country office strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities.
  • Lead and/or support local partners in high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects. Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation.
  • In coordination with regional and JWBG colleagues, cultivate effective donor relationships, enabling lead generation and identifying strategic growth opportunities. Also, oversee the business development cycle to ensure quality proposals per agency and donor standards. 
  • Support representation efforts in the Middle East regional hub and pursue appropriate growth of programs.
  • Provide accompaniment to CRS’ key local partner, Caritas Jordan, overseeing the identification, assessment and strengthening of partnerships relevant to CRS Jordan and the appropriate application of partnership concepts, tools and approaches. 
  • Ensure technical assistance and capacity strengthening for partner and/or CRS project teams in project management standards and related MEAL, business development and operational activities. Identify training opportunities, develop training curriculums, and deliver trainings to partner staff and CRS team members.
  • Lead the development of program learning - identify opportunities for learning, research and publications in Jordan and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda. Ensure integration of innovations and best practices.
  • Ensure excellent communication and coordination with JWBG operations and program teams, to ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. 
  • Champion safeguarding and support quality implementation of CRS safeguarding policy and principles.  
  • Support JWBG with programming leadership coverage when available/appropriate, including occasionally in Gaza.

Basic Qualifications

  • Bachelor's Degree in International Development, International Relations or relevant field.
  • Minimum 8 years of relevant field-based program management, at least 3 years of senior management experience. 
  • Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation. Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. 
  • Experience in community development, community mobilization, or similar grassroots, self-help initiatives.
  • Experience in project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors, including US Government.
  • Experience with successful business development activities capturing public and/or private donor funding.

 

Preferred Qualifications

  • Experience working with Church partners a plus 
  • Master's Degree 
  • Experience in an international NGO an advantage
  • Experience in complex humanitarian settings

 

Knowledge, Skills and Abilities 

  • Excellent English writing skills.
  • Partner management experience and abilities that are conducive to a learning environment.
  • Experience and abilities in capacity strengthening - developing curricula and facilitating trainings.
  • Experience using MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, and knowledge sharing networks.
  • Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Team leadership abilities

  • Presentation and facilitation skills

Required Languages: Fluent written and oral English required; Arabic preferred. 

 

Travel: Must be willing and able to travel up to 30%, including within Jordan and to JWBG.

 

Supervisory Responsibilities: Not required at this time
