Project Specialist

The Project Specialist (PS) supports Project Managers in the successful execution of construction and service projects through project coordination, documentation management, procurement support, scheduling, reporting, and billing administration. Serving as a key link between field operations and project management, the PS helps ensure projects remain organized, compliant, and on schedule.

Key responsibilities include maintaining field data, tracking productivity, coordinating material and equipment deliveries, and providing project status reporting for multiple projects at the Taiwan Semiconductor Manufacturing Company (TSMC) site and other projects throughout OBR's western territories.

This position is based in OBR's Phoenix office and requires a daily onsite presence, with occasional travel to the TSMC site in support of field operations.

• Create and submit Requests for Information (RFIs) as necessary to document project changes. The RFI content will be provided by the Project Manager, Construction Manager, or Quality Coordinators to document changes and additions to project scope.
• Manage TSMC certified payroll requirements through Marsh and assist with certified payroll administration on OBR projects outside of TSMC.
• Maintain OBR compliance with OCIP reporting at TSMC site.
• Develop Purchase orders at the request of Project Managers. POs are to be created through OBR ERP system.
• Create and maintain RFI and PCO logs for quick reference by PM and OBR Management.
• Collect daily/weekly reports from field supervision and organize the information to track project progress. Input data into OBR field tracking tool.
• Assist PMs with CRM maintenance to maintain current workflow status.
• Support OBR construction crews with tool/equipment purchases and rentals. Help PM manage rented equipment.
• Assist OBR’s TSMC Site Safety Manager with administrative activities, including setting new employees up for TSMC orientation and procuring safety tools and equipment.
• Perform additional duties to support organizational goals.

• Advanced education (Associates or Bachelor’s) degree in technical discipline preferred.
• A minimum of 3 years of experience maintaining Certified Payroll.
• A minimum of 3 years of experience supporting project work. 
• Good organizational skills and mechanical aptitude. 
• Skilled in Microsoft Office applications, including Word, Excel, and Project.
• Experience with MS Project scheduling is preferred.
• Organized, Self-starter with willingness to learn, collaborate, and contribute. 
• Industrial plant experience preferred. 
• Must be comfortable working in fast paced environments and willing to monitor work closely both in an office and in the field.

• Negative 10 panel urinalysis and breath alcohol test.
• Must be legally authorized to work in the United States and have a valid Driver’s License

• Satisfactory background check.
• Reliable transportation.
