Project Manager

Keystone Solutions is seeking a Project Manager to lead a digital transformation program at a public service agency. This consultancy mission will focus on modernizing the management processes of the Walloon heritage, from managing heritage references to processing files, engaging with citizens and external partners, publishing data, and managing collaborative exchanges.

The role involves ensuring the overall coherence of the program, its business and technological alignment, governance, financing, and coordination of multiple internal and external stakeholders involved in its implementation.

• →Governance and Program Management:
  Maintain the vision, roadmap, phases, and deployment waves of the program. Facilitate governance bodies, steering committees, and coordination committees. Monitor risks, dependencies, strategic decisions, and arbitrations.
• →Business Framing and Target Solution Definition:
  Coordinate workshops to understand heritage and archaeological processes. Structure needs into functional blocks, requirements, and transformation trajectories. Ensure alignment between business needs and implemented digital solutions.
• →Information System Architecture and Urbanization:
  Define target solutions with architects and ensure their integration into the public service ecosystem. Oversee the use of existing cross-functional components. Manage the application ecosystem and its integrations.
• →Coordination of Ecosystem Construction:
  Coordinate the construction of an ecosystem including heritage and archaeological references, dossier management processes, public data dissemination portals, collaborative platforms, and geomatics services.
• →Budgetary and Financial Management:
  Build budget estimates. Prepare and defend engagement requests and public procurement files. Monitor financial validations, contracts, and orders associated with the program.
• →Multi-Provider Coordination:
  Oversee activities of service centers, providers, and internal teams. Ensure coherence among developments by different teams involved in the program.
• →Quality, Testing, and Commissioning:
  Implement an end-to-end testing strategy covering all business processes. Supervise technical, functional, and user acceptance testing. Prepare for production and operational commissioning.
• →Heritage Data Governance:
  Ensure consolidation of heritage and archaeological references. Oversee historical data migrations. Guarantee the quality, integrity, and publication of heritage data.
• →Change Management Support:
  Structure communication, training, and support mechanisms. Prepare teams for the adoption of new digital tools and processes. Coordinate actions with change management teams.

The Project Manager will also ensure the operational implementation of this program, both from the business side and the digital side. Proven operational management skills will also be required, including ITSM service delivery management.
